The Supplier Diversity Office (SDO) within the Operational Services Division (OSD) certifies diverse businesses and manages several business programs. The SDO helps to enhance the marketability of small and diverse businesses for opportunities to bid on public contracts. OSD is seeking candidates to fill a Certification Investigator position to be an integral part of the SDO operation. The role of the position is to certify and recertify organizations seeking Massachusetts’ certification as Minority, Women, Portuguese, Veteran, Service-Disabled Veteran, Disability, LGBT and Non-Profit Business Enterprises and for the certification of Massachusetts Small Businesses for the purpose of participating in the state’s diverse and small business procurement programs. The successful candidate will also perform related functions including, conducting site visits, preparing written determinations, memoranda, correspondence and to provide consultation on certification and related issues. The Certification Investigator may also serve as a member of the Certification Committee or SDO Appeals Board if designated.

General Duties/ Responsibilities include:
Review online certification applications via the SDO portal system to determine if all required documentation is included and meets agency standards for review.

Evaluate online applications to determine eligibility for certification by reviewing and analyzing financial and organizational documents to determine the entity is both owned and controlled by the same eligible principals, the organization is independent and an ongoing entity.

Coordinate and conduct onsite visits, telephone interviews, or virtual site visits to verify control and ownership and to determine if the applicant organization is actively engaged in business activity by the existence of appropriately furnished business space and equipment or tools that are typical for a business in the industry. Interview the applicant’s employees, subcontractors, consultants and/or government personnel to verify certification requirements as necessary.

Prepare a written recommendation for each certification application in accordance with SDO standards providing a detailed justification of the application status – denial, approval, action, show-cause, decertification, withdrawal, or the equivalent.

Maintain complete and accurate files for each certification application/renewal ensuring all documentation required for a determination by the Certification Committee and/or SDO Appeal Board and/or Certification Review Board is included in the file.

Attend meetings and participate in workgroups as required to advance the mission and goals of the SDO Certification program. Perform other duties as assigned by the Director of State Certification and the Deputy Assistant Secretary.

Preferred Qualifications:
Demonstrated ability to take initiative, and to perform multiple tasks independently and concurrently.
Excellent communication (written and verbal) skills, strong organizational and problem-solving skills, strong attention to detail and the ability to work independently or in a team setting.
Knowledge of standard financial and organization documentation used to determine an organization’s for profit or non- profit status including but not limited to executed contracts or invoices, bank records, tax documents, documentation of ownership, articles of organization, incorporation or association.
Familiarity with business associations, legal business structures and industries.
Ability to establish rapport and deal effectively with all levels of the organization, as well as outside contacts.
Ability to interpret business and financial data and written information.
Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing SDO certification.
Ability to explain the provisions of the laws, rules, regulations, policies, procedures, guidelines and specifications governing assigned unit activities.
Ability to exercise discretion in handling confidential information.
Ability to assemble items of information in accordance with established procedures and determine proper format and procedures for assembling items of information.
Proficient with Microsoft Office – specially, Word, Excel and PowerPoint.
Strong professional work ethic and an attitude focused on client service.
Fluency in Spanish or another foreign language is preferred.

Special Requirement:
Class D Driver’s License - Assignments are located throughout Massachusetts and will require driving. Thus, applicants must have a valid driver’s license and an acceptable driver history supported by documentation from the Registry of Motor Vehicles or comparable agency in another state.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
