HQ Monitoring, Evaluation Accountability & Learning (MEAL) Officer
The HQ Monitoring, Evaluation Accountability and Learning (MEAL) Officer is primarily responsible for managing the quality assurance of all of IOCC’s monitoring and evaluation activities to ensure that they are compliant with IOCC’s policies and the current norms and standards governing development and humanitarian interventions. This responsibility starts with reviewing and guiding IOCC proposals in order to ensure that IOCC projects are impact oriented, evaluable and of the highest possible quality. This position provides guidance for monitoring systems and program or project evaluations throughout the IOCC’s field operations
. The HQ MEAL Officer facilitates and maintains the monitoring and evaluation learning systems. The HQ MEAL Officer creates learning materials and coaches colleagues on MEAL activities. The MEAL Officer advises the Director of Strategic Services and Director of Operations on evaluation and learning priorities. . The MEAL Officer is the steward of a central repository of demonstrative examples of IOCC’s global technical capacities and lessons learned. The MEAL Officer also administers the database of recommendations that have emerged from evaluations and their follow-up. The MEAL Officer is responsible for ensuring that monitoring and evaluation exercises inform IOCC’s annual programming, learning programs and change management initiatives.
- Responsibilities and Essential Functions
The incumbent will provide advisory capacity on MEAL in order to improve the design, performance and quality of IOCC’s programs, the quality of IOCC’s partnerships, the generation and use of evidence, and the development of IOCC and its partners’ staff. This will be done in a variety of ways, including:
- Provide M&E inputs for all IOCC proposals including the review of logical frameworks, theories of change, indicator selection, monitoring methods and evaluation plans and budgets. Provide advice on incorporating humanitarian standards with the proposal.
- Build and maintain M&E systems in collaboration with IOCC colleagues for effective and efficient programs/projects monitoring and reporting, and for the identification of lessons learned, both positive and negative, for IOCC and for IOCC’s Implementing Partners.
- Conduct an annual analysis of the evaluation requirements in IOCC’s program portfolio and based on that, draft IOCC’s Annual Evaluation Plan for each calendar year. Consult across the organization and stakeholders to identify evaluation priorities that exist alongside the program portfolio risk analysis
- Co-develop and facilitate training materials and presentations to improve program quality and to build organizational capacity as it relates to M&E tools, instruments, methodologies, and procedures. Contribute to a graduated learning program on MEAL for IOCC staff and partners, and, track progress of individual staff members and implementing partners against the curriculum.
- Provide program monitoring support through the provision of technical support on MEAL during program design and program development in order to develop the appropriate MEAL systems for IOCC’s donors and partners, particularly during the proposal development processes.
- Ensure that the MEAL systems are fully and consistently integrated into all IOCC programs worldwide, that they meet the reporting needs of all key stakeholders, and they are further refined and enhanced on an ongoing basis. This task includes the creation and maintenance of a MEAL database that captures important learning from programs and brokering that knowledge across IOCC and its partners by connecting them informally as well as through systematic follow-up mechanisms.
- For larger projects that have funds allocated for evaluations, select the evaluators and coordinate the evaluations to make sure that the proposed methodology is adequate, effective, and extracts the needed information; review the evaluations to make sure that adequate recommendations are incorporated.
- Direct and manage independent, evaluations produced by consultants for large or strategic projects. Ensure that these evaluations employ the correct methodology and line of inquiry. Provide the final quality control for independent evaluations for IOCC.
- Author or provide quality control for internally produced evaluation related publications including real-time evaluations, interagency evaluations, literature reviews, desk reviews, and any other program assessments that IOCC will place in the public domain.
- Support day-to-day operations of M&E and Organizational Learning Systems by providing distance coaching as well as focused missions to IOCC programs. Guide the data collection process, assess the process of data collected by IOCC and its partners, and make recommendations for improving the quality of data collected to show outputs, outcomes, and impact.
- Provide capacity building and quality control to promote evaluations carried out by IOCC field offices where appropriate.
- Create and update online and hardcopy versions of M&E procedures and tools for HQ and field staff.
- Represent IOCC in interagency evaluation meetings and associations.
- Serve in IOCC Duty Officer rotation.
- Knowledge, Skills, and Abilities: Sound knowledge of monitoring and evaluation systems; skills and preferably experience with various methods and database management; robust editorial skills; strong analytical skills; ability to lead formulation and implementation of M&E systems; ability to implement new systems and affect staff behavioral/ attitudinal change; excellent oral and written communication skills with fluency in written and spoken English; excellent interpersonal skills and team player focus; collaboration, facilitation and organizational skills. Ability to create and deliver a curriculum of M&E learning tools. Ability to work in conflict affected areas.

- Education: Graduate/Masters’ degree in international development, social sciences or relevant field required.
- Experience: Three to five years of work experience, knowledge of performance measurement, monitoring and evaluation of international development or humanitarian programs; knowledge or experience in developing M&E systems, data tracking and collection tools, developing M&E tools and procedures with proven improvement at the level of organization; as well as data collection and analysis.
