Full Job Description
Provide leadership and coordination for Corporation’s HR and Customer Service functions. Develop and implement corporate HR strategy and programs including recruitment and talent management, compensation, benefit administration, safety, and regulatory compliance. Plan and implement training and organizational development plans to meet personal, professional and organizational needs of employees. Recommend, establish and implement company policies and procedures. Work with executive team, managers and corporate staff to implement short and long term strategies. Establish and implement short and long-range departmental goals, objectives, policies and operating procedures.
Essential Duties & Responsibilities
Plan, design, and execute HR services and programs that are aligned with functional business strategies and organizational goals. Manage the processes and day-to-day operations of the Human Resources Department.
Provide counseling and coaching to employees and management on employee relations matters including direct participation in the investigations and grievance process when deemed appropriate. Responsible and accountable for ensuring employee relations matters (i.e., internal investigations, agency complaints, employment related lawsuits) are handle in accordance and consistent with standards, practices, policies and applicable law.
Manage and direct the Corporation’s recruitment and talent management functions including development and oversight of staffing process, procedures and compliance by effectively partnering with/supporting LLC hiring managers. Develop effective recruitment strategies that find and identify candidates; implement procedures that are in line with applicable Louisiana Revised Statutes. Ensure the new employee onboarding and orientation experience is complete, thorough and meets the needs of both employees and the organization.
Administer the organization’s compensation plan in line with organizational parameters. Manage the employee benefit programs including health and welfare plans and voluntary benefit programs. Serve as a member of the LLC Retirement Plan Committee.
Manage the LLC employee safety programs including safety plan administration, education and incident/accident investigations.
Plan and implement training and organizational development plans to meet personal, professional and organizational needs of employees, including developing and managing the performance management process. Provide support to managers and employees through the performance management cycle.
Serve as a system administrator for the HRIS system including maintenance and upgrades, roll-out and training of staff members on various modules. Deliver reports and data as necessary to carry out the functions of the department. Prepares periodic reports for leadership team, as necessary or requested, to track strategic goal accomplishment. Ensure that employee data is accurately reflected and up to date in the HRIS; enter and approve HR transactions in a timely and efficient manner.
Coach, mentor and develop the department team members to strengthen their ability to deliver and exceed expectations while creating opportunities for growth and professional development. Develop and maintain effective internal relationships with peers and staff. Supervise the Customer Service (front desk) function including scheduling and assistance.
Perform other duties within the scope of job assignment as required or requested.
With overall responsibility for direction, coordination and evaluation of all HR and Customer Service functions, directly supervises the HR Representative and the Customer Service Coordinator. Carries out supervisory responsibilities in accordance with the Lottery’s policies and applicable laws; responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance and addressing issues and resolving problems.

The salary range reflects pay on an annual basis. A candidate's work experience and education will be considered when making a salary offer.
Bachelors or better in Human Resource Administration or related field
