Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required.
The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Security Representative I at the Richmond, KY mall location. This position will report to the Security Manager at the BGCAPP project. This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm. This position may require additional overtime hours as deemed necessary.
Principle responsibilities include, but are not limited to:
Assist in administration of the BGCAPP personnel security program; safeguard personally identifiable information; local information security measures to protect and preclude compromise of sensitive and classified information, equipment and programs.
Conducts physical security inspections.
Serves as the alternate BGCAPP personnel security records screening and personnel investigation portal user.
Monitor closed circuit security systems and respond when appropriate.
Acquire and process fingerprints, maintains biometric fingerprint system as well as archives.
Perform oversight inspections of security, CPRP, UAP, and safety programs for the BGCAPP in support of both internal and external customers and in compliance with all Federal, State, and local laws, rules and regulations. Duties include, but are not limited to, the following:
Perform inspections of these programs, in all areas of the BGCAPP facilities, ensure immediate correction of problems and communicate all findings to the Senior Security Specialist.
Conduct formal surveillance of all operations (in all areas and facilities) on a periodic basis to ensure employees are performing duties in compliance with security procedures, policies, and practices, to include identifying and correcting non-compliant activities.
Review and originate BGCAPP policies and procedures to ensure those security requirements are properly represented.
Properly respond to emergencies and perform tasks, as required, as a member of the BGCAPP Security Team.
Inspects all incoming packages and mail entering the office area; reviews incoming communications for security content and routes them to appropriate supervisor’s attention; composes routine correspondence.
Performs access control duties for controlled areas to include visitor check-in, issuing badges after ensuring their review of office/site video, serving as security escort for personnel as required by the Facility Security Officer; and performing weekly audits of all access cards/badges.
Perform Self-Aid and Buddy Aid as necessary.
Support the BGCAPP safety culture by working safely in accordance with procedures and by enforcing a safe work and drug free environment.
Directly related BS degree from an accredited college or university
In lieu of degree, High School Diploma or equivalent with 5+ years of related security/military experience.
Must be a US Citizen.
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
Knowledge of Federal, State, and Army Regulations/laws as they relate to Personnel Security, Operational Security (OPSEC) and military or industrial process environment.
Familiarity with Department of Defense (DOD) personnel processes.
The applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at the SECRET level within one year.
Ability to lift up to 25 lbs. and work in the proximity of toxic chemicals.
Flexibility to respond to urgent project requests and/or changing priorities.
This position may be required to work a schedule of rotating shifts (8 -12 hours nominally), including weekends and holidays.
Excellent oral and written communication skills.
Excellent computer skills to include; Excel, Word, database operations, Visio, Powerpoint, etc.
2-4 years of chemical weapons demilitarization chemical surety, security, and/or industrial security experience.
Formal training or knowledge/experience in Defense Security Services.
Formal training or knowledge/experience of the Army Chemical Surety and Agent security programs is highly desirable.
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
