Definition

Under immediate supervision, participates in the recruitment, selection, certification and employment processing of all District personnel.

DISTINGUISHING CHARACTERISTICS
Human Resources Assistant is the entry-level classification in the Human Resources series. Incumbents perform assignments of varying difficulty in carrying out recruitment, testing, employment processing, employee substitution, status changes, employee separation programs and supporting other Human Resource areas. Guidelines are established but due to the thousands assisted every year, an employee must be able to advise the patron as to the proper information or procedures to meet the individual situation. Difficult technical or policy questions are normally referred to the clerical supervisor. Work is reviewed in final form to ensure accuracy and compliance with procedures.

Human Resources Assistant is distinguished from Senior Human Resources Assistant in that the latter is the experienced-level classification and incumbents perform specialized clerical duties in recruitment, compensation, benefits, examination or other assigned areas.

VACANCY INFORMATION
This is to establish an eligibility list for the current vacancy and future vacancies. There is currently one (1) vacancy for the Personnel Commission:

One (1) vacancy for 8 hours per day; 5 days per week; 12 months per year
Possible second vacancy, with Spanish Bilingual/Biliterate certification

MINIMUM QUALIFICATIONS AND SPECIAL LICENSE OR LANGUAGE SKILLS:

Experience:
One (1) year of general clerical experience involving public contact is required. Experience in processing personnel records and interpreting personnel procedures and records is desirable.

Education:
Must possess a secondary (i.e., high school) school diploma, or its equivalent (GED).

SPECIAL LICENSE OR LANGUAGE SKILLS

Certain positions in this class may require possession of a valid California Class C driver's license. In addition, a person in this class may be asked to write a note in Spanish or Armenian as well as to translate materials and speak the second language. However, the ability to speak, read and write a language in addition to English is desirable but not required

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties and responsibilities of this class include, but are not limited to the following:
Performs a variety of clerical duties related to assigned personnel functions
Operates a computer to enter and updates personnel data including employment application, examination records, salary, probation, anniversary dates and other pertinent information
Prepares job bulletins and maintains information/bulletin boards as assigned
Provides information and assistance to employees, job applicants and the general public regarding assigned personnel function
Keyboards, formats and edits a variety of documents
Coordinates the placement of substitute classified personnel, student teachers and early retirees
Provides information and assistance to employees, job applicants and the general public concerning recruitment and selection processes, personnel policies and procedures
Checks applications for completeness and minimum qualifications
Assists in notifying candidates to report for tests, sending test scores and ranks
Types, proctors and scores tests
Contacts agencies to secure raters
Receives, prepares, reviews and processes requisitions for the acquisition of materials, equipment, supplies and other related office needs
Maintains expenditure records, monitors budget balances and prepares payroll reports
Maintains an inventory of materials, equipment and supplies
Assists with room reservations and confirmations for meetings and examinations
Advises appointees of pre-employment process
Assists in the preparation and dissemination of board reports and meeting agenda materials
Prepares, types, receives, processes, reviews and distributes a variety of forms, lists, correspondence and other materials related to assigned personnel function
Maintains a variety of logs, lists, files, records and confidential documentation for an assigned functional area
Contacts colleges and coordinates with principals the placement of student teachers
Advises employees of the early retirement program
Coordinates the early retirees' paperwork and assignments
Makes arrangements for payments to early retirees and teachers who receive student teachers
Develops lists of substitute classified employees
Assigns substitutes to work locations
Performs general clerical duties such as ordering and receiving supplies, answering phones, operating office equipment
May serve as receptionist for assigned office, answering telephones, greeting and directing visitors as appropriate and as needed
May assist assigned administrator with budget preparation and special projects
Performs other related duties as assigned

APPOINTMENT
Employees who receive a regular appointment to the class must serve a probationary period of one hundred and thirty (130) days of paid service. During this period, an employee must demonstrate an overall satisfactory level of performance; failure to do so shall result in the employee's termination without right of appeal to the Personnel Commission.
