Summary
This position is located in the Department of Health and Human Services (HHS), Agency for Healthcare Research and Quality (AHRQ), Office of the Director (OD).

This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons, including U.S. Permanent Residents. No previous federal experience is required. This appointment does not confer any entitlement to conversion to a position in the competitive service.

Responsibilities
The Junior Fellow performs a variety of duties which support research projects and studies that cover a wide range of topics related to the work of the Agency and its partners. The work will include conducting literature reviews and other background research; preparing or managing data files; interpreting statistical data; participating in drafting portions of reports, manuscripts, and papers; assisting in the development of presentation materials for meetings and conferences; and managing logistical requirements for meetings and other venues.

Junior Fellow (GS-9 equivalent):
Collaborates and works with Agency staff regarding the Director's priorities and monitors overall progress towards intended goals and outcomes.
Monitors issues in support of conferences and expert meetings; gathers pertinent data, and recommends the advantages and disadvantages to senior leadership. Develops supporting materials and information to facilitate meetings and discussions; prepares tables, charts, and slides; and reviews tables and documents for quality and accuracy.
Participates in the planning, implementation, coordination, and evaluation of assigned Agency programs and initiatives. Reviews data and progress reports, and recommends when corrective actions are needed to achieve desired outcomes. Prepares data for analytic purposes; and conducts supervised statistical analysis.
Compiles data and prepares periodic reports detailing activities. Develops a system for tracking recurring requirements and progress toward fulfilling them; assists in preparing written reports pertaining to the Office mission, goals, and the progress and performance of initiatives, or to operational, financial, or other issues; and assists in preparing briefings, presentations and other reports in response to various requests.

Monitors issues in support of conferences and expert meetings; gathers pertinent data, and recommends the advantages and disadvantages to senior leadership. Develops new courses of action and creates new schedules when conflicting priorities or commitments arise. Estimates required resources and creates action plans to obtain resources.
Compiles data and prepares periodic reports detailing activities. Develops a system for tracking recurring requirements and progress toward fulfilling them; assists in preparing written reports pertaining to the Office mission, goals, and the progress and performance of initiatives, or to operational, financial, or other issues; and assists in preparing briefings, presentations and other reports in response to various requests.
Assists in the preparation of comprehensive reports on the work of the Office and Agency and helps disseminate results of AHRQ's work in a wide range of venues including publications and peer reviewed journals.

Qualifications

Basic Requirements :
Applicants must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Additional Qualification Requirements:
In addition to the basic requirement, Master's degree (or equivalent graduate training) in a medical, health related or research field. (Career civil service equivalent GS-09.)

Master's degree (or equivalent graduate training) in a medical, health related or research field and two (2) years of appropriate post-masters medical, health/research experience that demonstrates the following: participating in the planning, implementation, coordination and evaluation of health care research projects/studies; evaluating the methodology of health care research studies or projects to determine appropriateness; developing supporting materials and information to facilitate meetings and discussions (e.g., tables, charts, and slides); and collaborating with staff members to ensure projects/studies progress toward intended goals and objectives (Career civil service equivalent GS-11).

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
