Senior Corrections Advisor (SCA) Beirut (Contingent upon Award)
Flatter is looking for police and correctional advisors to work in partnership with the Lebanese MOI, MOJ, and other donors in anti-corruption, including UNODC, the American Bar Association, the EU, and other partner organizations. This contract will support INL’s Expanded Police Professionalism (EP2) plan and general Law Enforcement Modernization (LEM) programming. The goal of the EP2 plan, a multi-year INL lead initiative, is to improve the professionalism and responsiveness of the ISF’s Territorial Gendarmerie (TG) units in order to provide effective policing outside of the greater Beirut area. INL plans to accomplish this through enhancing their basic policing skills and control tactics, techniques and procedures; enabling coordination with local authorities; and incorporating elements of community policing. This contract will supply the subject matter experts to achieve these objectives.

The SCA’s overall purpose is to assist the Lebanese government through mentorship and advising on the implementation of new security procedures, to develop new policies for corrections management, and to professionalize the prison service more broadly.
DUTIES & RESPONSIBILITIES
The SCA must assist and advise INL and the MOI to build the capacity of Lebanon’s prison services so the Lebanese government may operate its prisons in a more secure, safe, and humane manner. The Advisor will develop strategic plans for INL’s engagement in the corrections sector in Lebanon. The Advisor must focus on Beirut’s largest correctional facility, Roumieh Prison, and advise MOI and Internal Security Forces (ISF) staff working on corrections policy. However, the advisor must also advise on other prisons within Lebanon. The SCA must accomplish this through the following roles:

· Work in partnership with the Lebanese MOI, MOJ, and other donors in the corrections sector, including UNODC, the International Red Cross, the EU, and other partner organizations.
· Develop strategic plans for INL engagement in Lebanon’s corrections sector.
· Coordinate all engagement with INL’s domestic and international corrections partners through Embassy Beirut and INL/AME. Conduct regular site visits, as determined by the INL Beirut Director and INL Lebanon Program Officer to: ISF headquarters, The Aramoun Training Academy, At least two adult male prisons, At least one adult female prison. If applicable, one juvenile prison. If applicable, the main prisoner intake and diagnostic center
QUALIFICATIONS
Citizenship US
College degree Bachelor’s degree from an accredited institution (four years’ experience at the rank of warden, director, or governor in a correctional system in the U.S. or Canada.)
Certified Corrections Training Academy Graduate YES
Years of Corrections or Law Enforcement Experience 10, including demonstrated experiences at the management and strategic level and at least three years’ experience as a senior correctional manager (associate warden or equivalent)
Other experience At least one year as an international corrections advisor training, advising, and mentoring corrections officers and leadership; Demonstrated ability to interact with high-level officials and constructively work and coordinate with other governments and agencies.; Successful leadership experience in a multicultural environment and a demonstrated ability to make sound decisions in a timely manner; Demonstrated initiative, problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective; Prefer A background in strategic planning, change management, facility activation, training academies, prison industries, and/or physical security; Experience in the development and implementation of corrections programs in developing countries; Experience with program design, management, and monitoring and evaluation
Clearance Requirement Ability to obtain a Moderate Risk Public Trust (MRPT) clearance.
Communication Skill and Language Must be proficient in the English language (reading, listening, report writing, and oral presentation) (at least 5/5 Department of State scale or the equivalent). Prefer French and/or Arabic language proficiency and knowledge of Lebanese history, culture and current events; Excellent oral and written communications skills, including ability to brief senior officials succinctly;
Computer Skills Proficient in MicrosoftOffice Suite and Excel
