The USPS OIG is seeking a highly qualified applicant to fill our Program Manager position in the located in Research Insights and Solution Center (RISC), Analytics Division, located in Arlington, VA.
The successful candidate will provide managerial direction in all activities related to fraud and data analytics. The candidate must possess a broad knowledge of fraud, analytics methods and techniques, database systems, and the ability to apply this knowledge in a manner that enhances the effectiveness of the organization.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $123,657.00 - $158,818.00. The salary figures include locality pay.

Responsibilities include the day-to-day management of RISC Analytics work; collaborating with peers and subordinates to assure effective products and services; and otherwise ensuring continuous progress toward stated goals.
Provides authoritative advisory of the application of a wide range of analytical concepts, policies, practices, methods, techniques, services and/or develops authoritative policy interpretations in the fields of analytics and investigative analysis.
Oversight of analysts performing data analysis using various data collection methods to formulate analytical models, reports, and tools identifying trends, indicators of fraudulent activities, outliers and correlations.
Reviews work products ensuring they follow agency policies, procedures, and guidelines consistent with program plans.
Provides insight and assessment of applications of federal laws, operations, and activities when collecting, sorting, evaluating, and disseminating intelligence information.
Maintains liaison with other offices, agencies, and appropriate organizations as needed.
Assures implementation by subordinate staff of the goals and objectives of an agency-wide program.
Occasional travel - You may be expected to travel for this position.

You must meet ALL of the minimum qualifications listed below.
Bachelor's Degree from an accredited college or university
Must have experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinates.
At least 5 years of specialized experience in researching, analyzing, and resolving complex data analytics projects and/or investigative analyses.
Advanced Degree from an accredited college or university
Professional Certification(s), i.e. ITIL, PMP, CFE
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Knowledge in creating and/or leading the development of data mining and analytic solutions, and/or the completion of complex investigative analyses.
Demonstrated experience using project management best practices in supervising, planning, and conducting complex analyses, and in providing coordination and support to agency priorities.
Knowledge of data mining, analytics, database management systems, data warehousing, and data modeling.
Demonstrated experience in managing employees and/or projects with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues.
Demonstrated ability to define problems, analyze alternatives, and recommend solutions to difficult problems or issues.
Ability to communicate effectively, both orally, in writing, and graphically, facts and circumstances in a manner understandable to management officials. Experience with presenting, training, and advocating for analytical solutions and methods.
