The Controller will manage, direct and supervise the activities of the Accounting section; perform a variety of highly complex professional accounting work; and to provide complex staff assistance to the Deputy Internal Services Director – Finance.
Duties included, but are not limited to, the following:
Supervises and coordinates the preparation of the City’s CAFR for submission to the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting Program.
Coordinates the City’s annual financial statement audit and is a primary contact with the City’s external auditors during the annual audit process.
Interprets and implements accounting standards and ensures compliance with Generally Accepted Accounting Principles; Governmental Accounting Standards Board Pronouncements and other guidance; Federal, state and local laws; codes; and regulations applied to municipal accounting such as debt covenants.
Reviews and ensures timeliness of accounting activities, transactions, and reconciliations, and initiates and/or implements corrective actions to resolve discrepancies and correct errors.
Prepares the Section budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
Recommends goals and objectives; assist in the development of policies and procedures.
Monitors the City's financial condition; analyze financial statements; keep abreast of financial market activities; prepare reports and make recommendations regarding the City's finances; supervise the City's cash management and investment activities; administer the City's chart of accounts.
Supervises the development, installation, and administration of accounting and auditing systems; prepare or supervise the preparation of accounting and auditing procedures, instructions, and operating manuals to ensure proper internal controls; and analyze and interpret complex accounting records and prepare accurate and complete reports.
Supervises and ensures the accuracy, timeliness and efficiency of the City’s payroll and accounts payable functions.
Requires five years of experience in financial and accounting administration, preferably in municipal government, including two years of administrative and/or supervisory responsibility.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Requires the equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting, finance or a degree related to the core functions of this position.
The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).
Certification, Licenses, and/or Registrations:
Certification as a Certified Public Accountant (CPA).
Successful completion of initial probationary period is contingent upon passing an FBI background investigation. Based on position, referred applicants may be subject to additional testing which may include pre-employment polygraph, physical and drug screening.
