Serves as a consultant on overall analysis & planning for information systems: Acts for administrator (e.g., independently answers complex &/or confidential correspondence; conducts staff meetings to discuss rules & operating procedures relating to assigned area; monitors manpower needs & insures sufficient number of personnel to complete special assignments projects); serves as liaison between administrator & staff; transmits decisions & directives; represents administrator at meetings & conferences; formulates & implements program policy & assumes responsibility; researches & analyzes programs, procedures & policies; develops project proposals & program plans; provides technical advice to aid administrators in decision making; manages business functions of administrator's office; prepares & administers budgets; oversees maintenance of fiscal controls; administers & develops special programs & projects; performs public relations duties; researches & responds to inquiries & complaints.

Works with business personnel to identify & document system requirements; defines problems & develops potential solutions; performs post production support for applications which may include routine maintenance, enhancements & the need to perform research to aid in troubleshooting software production errors; assists in identifying alternate courses of action; assists in supporting user acceptance testing; performs software implementation tasks; develops, implements, & monitors IT quality assurance standards & testing; researches trends & preference toward cloud based technologies & stays current with latest Technology & trends; evaluates & advises on Technology & industry trends in new development, design, technical details & security details; attends seminars &/or classes for training; creates & implements best practices for agency; performs other duties as assigned.

Demonstrates commitment to sound metrics, accountability & transparency while ensuring quality customer service.

Qualifications

1. Bachelor’s degree in Computer Science/Information Systems Technology or

related area

OR
Equivalent work experience.

2. Information technology project management experience to include systems

analysis, design & operations.

3. Excellent analytical, problem solving & people skills. Ability to communicate on

both a technical & non-technical level.
