Assistant City Attorney - Water

This Assistant City Attorney position provides legal services primarily in Water and Utility law for the City’s water department. Work will include negotiation and drafting of complex agreements; advising on utility or water-related public records and regulatory matters; and drafting of water and sewer infrastructure development agreements, contracts, and intergovernmental agreements.

Assistant City Attorneys in the Civil Division of the Law Department work in one of six areas: Finance & Public Services; Litigation; Transportation; Public Safety; Human Resources; and Community & Development. The emphasis for this recruitment is to fill a vacant position in our Finance and Public Services Section providing legal services to our Water Services Department, but this recruitment process may be used to fill future vacancies in other sections. All attorneys in the Law Department may be reassigned based on the best interests of the City as determined by the City Attorney.

Assistant City Attorneys may be involved in the review, negotiation, and drafting of contracts or participation in other transactional work; client contact; litigation, pleading, and motion-practice; government law practice; and use as a legal subject matter expert to the client department assigned. Assistant City Attorneys are expected to perform difficult professional and administrative legal work, including revisions to the Phoenix City Code, and client consultation to assist decision makers with the legal implications of their decisions. They may also be required to staff public meetings and represent the City during administrative hearings or court proceedings. A preferred candidate will have general knowledge of municipal law, including open meetings, public records, conflicts and procurement. Assistant City Attorneys report to an Assistant Chief Counsel and are expected to work independently in the performance of their duties.

$90,397- $144,622 annually. Appointment can be made above the minimum depending upon qualifications, however for new hires; this is below the midpoint of the range. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $5,220/annual car allowance and $1,200/annual cell phone allowance.

Juris Doctor from an accredited school of law and admission to the State Bar of Arizona (or from a state with Arizona bar reciprocity). Please include your Arizona State Bar license number on resume or cover letter.
Four years of experience as a practicing attorney.
Knowledge or experience in an area of Water Law
An equivalent combination of related experience and education may be considered.

Experience representing municipalities; and
Knowledge of civil procedure, including constitutional requirements.
