Hybrid: Remote, with regular activities in the Washington DC area
Responsibilities
Client Management Duties:
- Lead a portfolio of up to seven primarily municipal clients, serving as the direct point of contact and client manager for their scope of work and deliverables.
- Maintain regular communications with clients and respond to client requests.
- Help actively shape and execute multi-year funding, policy, and legislative strategies.
- Collaborate as part of a service team with other colleagues and client partners.
- Manage an Associate, and work with CAP interns, to assist in client research and deliverables.
Legislative and Relationship Building Duties:
- Research and monitor federal legislation of interest to cities, and other clients, as assigned. This may also include monitoring major state initiatives in California or Puerto Rico.
- Communicate information about and impact of legislation to both clients and Congress.
- Build relationships with clients, elected officials, agencies and staff. Primarily federal, with some state and local as well (California, Texas and Puerto Rico).
- Draft position letters on legislation, regulations, guidance, and other Congressional, agency, or Administrative actions.
- Schedule meetings, write meeting briefings, and maintain communication with officials and staff. Based on level of experience and location, opportunities to attend meetings and other activities with clients.
- Cover hearings and webinars and provide written overviews for clients.
Grant Duties:
- Organize and write initial narrative drafts and supporting documents based on the funding requirements of state and federal competitive grants.
- Participate in grant strategy and planning to identify grants to fit client priorities, determine competitiveness, identify federal influence areas concerning promising opportunities, and help clients develop and execute internal timelines to manage putting together grant applications over each fiscal year.
- Research and engagement with federal granting agencies and leaders of funded programs of interest.
- Conduct research to support grant applications such as evidence-based programs to support proposed grant programming and demographic data.
- Research and write funding opportunity overviews for government grants.
- Ability to coordinate with clients on grant management and reporting. Training provided, as necessary.
- Based on skills and experience, create simple multi-year grant budgets.
- Monitor grant implementation to ensure that projects adhere to approved work plans, timelines, and facilitate communication between clients and funding agencies as required.
- Maintain organized grant files, documentation, and records to ensure full compliance with grant requirements and facilitate audits or evaluations.
- Provide technical assistance to clients on best practices for grant management, including project management, data collection, and reporting.

Skills and qualifications
- A minimum of two-years’ experience with policy and client management.
- Bachelor's degree in English, communications, creative writing, political science, public policy, or a related area.
- Strong research skills and knowledge of information sources used in federal advocacy and grant writing.
- Demonstrated relationship building skills, with Congressional offices, agencies/Departments, and/or long-term professional services clients.
- Ability to organize information and write compelling positions. Experience in writing successful grant applications is preferred.
- Commitment to attention to details and follow-up.
- Ability to understand and analyze legislation, rulemaking, and departmental guidance.
- Ability to study and understand funding programs and requirements.
- Ability and desire to work as part of a collaborative team where we all pitch in and help balance the work and life needs of the team.
- Multitasking, organizational and time management skills.
- Ability to work remotely, independently and handle confidential matters required.
- Working knowledge of computers and strong technology skills are preferred. Mac operating platform, Microsoft Office suite, Adobe Acrobat/Mac Preview, G Suite. Formatting expertise a plus.
