      Responsibilities
      • As an Acquisition Management Liaison Office, you will perform the following duties;
      • Serve as Acquisition Management Liaison Officer for WRAIR Research Business Plans and Programs Office.
      • Provide acquisition and assistance agreement advice to activity functional area technical experts.
      • Maintain visibility of all acquisition and assistance agreement documents.
      • Serve as Contracting Officers Representative (COR)/Grants Officer Representative
      • Manage contracts involving the procurement of contract support services and the procurement of equipment.
      • Coordinates, provides data and interacts with Budget Analyst and/or Program Analyst as required.
      • Provide expert advice regarding acquisition processes and reporting that are embedded in the GFEBS Operational environment.
      • Ensure development of independent government costs estimates
      • Assists with cost reporting programs for tracking and controlling contractor expenditures rate.

    • Requirements Requirements Conditions of Employment This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

      Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

      The employee must meet D0DI 5000.66 requirements applicable to the duties of the position.

      Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

      Qualifications Who May Apply: US Citizens

      In order to qualify, you must meet the education and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.       Specialized Experience: One year of specialized experience which includes ensuring that performance criteria and requirements are developed into sound sufficient documents; and analyzing data and providing sound judgment based on the analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-02 (GS-09).

      Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated]in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

      Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
