The web application developer will design, develop, test, deploy, maintain and support a government customer websites, applications and publicly accessible websites. The web application developer will perform all software configuration activities that are required as part of the programming and implementation of the programmed solution. Such activities include:

Maintenance of the history of those relationships and transformations required to appropriately manage and document (e.g., source control, version control, profiles, security plans) configuration changes affecting the application and its processing environment.

Detailed Responsibilities:
Produce design specifications that meet the Organization's functional and technical architectural standards.

Identify and describe the most cost-effective solution to the implementation option under consideration within the limitations of the involved application platforms and or application frameworks.
Coordinate pre-publication review with Corporate Communications/ Public Affairs and Security offices to validate compliance with DoD standards.
Create images and graphics for websites, update and publish content to publicly accessible web pages. Review and track related service desk tickets, and coordinate resolution of issues affecting the Public website.
Create a customer public website feedback section for users to leave comments that are emailed to the webmaster mailbox. Monitor the webmaster email box daily for any feedback comments and coordinate with appropriate customer organizations to answer comment questions.
Develop and maintain a Web instruction to provide users guidance on procedures for accessing and publishing content.
Maintain a recorded list of publicly accessible websites and their respective publishers and appointment letters. The contractor shall disseminate policy changes to web publishers as required.
Maintain a Frequently Asked Questions (FAQ) and collaboration site for Web
Deliver orientation training to Web publishers, upon assumption of their Web publisher duty. Customer satisfaction surveys are the vehicle used to measure training success.
Track licensing of products required for web/applications development for CIO.
Participate in the Configuration Control Board (CCB)
Participate in the DoD 508 compliance working group.
Review DoD policies and standards sites for updates and policy changes.
Evaluate and recommend tools for enhancing/improving administration, implementation and integration of applications.

Desired Skills:
The developers should posess programming skills in C# .Net 5+, .Net MVC 5, CSS, AngularJS, javascript/JQuery, .Net Web API, java/J2EE, RESTful web services with Java (Jersey / JAX-RS), HTML 5, Spring framework, Unit testing frameworks, and automated build tools like ant/maven.

Bachelor's degree desired

Required Experience/Clearance/Certification:
5 Years software development experience
