This position is located in the Drug Enforcement Administration, Financial Management Division, Buildings Management Unit. This position is responsible for the operating and building maintenance of DEA Headquarters facilities. As a Facilities Operation Specialist, specific duties will include,
Develops and prepares formal recommendations for building alterations and modifications and reconfiguration of space and furniture. Serves as project manager responsible for the delivery of programs.
Plans, manages, oversees, coordinates, and ensures as phases of major projects for the interior construction, renovation, and/or new construction of sites/facilities.
Provides technical guidance to contractor and counterparts on electrical requirements. Follows electrical principles and design criteria.
Develops modules for project cost and materials estimating. Develops data and information relative to space-use analysis.
Evaluates interior design program to assure assignments and standards, to include regulations regarding Americans with Disabilities Act (ADA), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and agency security and facility requirements. Inspect facilities to assure compliance with mandated guidelines and directives.
Prepares plans using design criteria and layout methods. Develops plans and specifications for facilities repairs or alternations, including electrical and mechanical.
Monitors and approves schedule, performance status and progress of work performed. Serves as liaison with contractors.
Performs contract administration activities. Evaluates contractor performance, certifies invoices for acceptance of supplies and services. Performs quality assurance inspection. Develops and prepares formal statements of work, specifications, and construction and electrical drawings. Responsible for procurement on major projects, serving as CO, representing the contracting officer in the technical phase of the project. Serves as expert in conducting cost effectiveness studies.
Designs programs to promote energy awareness to achieve energy conservation objectives. Stays abreast of state of the art energy efficient monitoring and testing equipment. Designs specific areas of a building. Works directly with contract services for electrical support, carpentry, plumbing, air conditioning, telephone and computer terminal locations, changes for installation of new or change of location of furniture.

SPECIALIZED EXPERIENCE REQUIRED:
GS-13: Applicant MUST have one year of specialized experience equivalent to the Federal GS-12 grade level performing these types of duties: developing and preparing formal recommendations for building alterations and modifications and reconfiguration of space and furniture; planning, managing, overseeing, coordinating, and ensuring all phases of major projects for the interior construction, renovation, and/or new construction of sites/facilities; providing technical guidance to contractor and counterparts on electrical requirements; performing contract administration activities; designing programs to promote energy awareness; inspecting facilities to assure compliance with mandated guidelines and directives; responsible for procurement on major projects, serving as CO, representing the contracting officer in the technical phase of the project.
