Solutions By Design II, LLC (SBD) is seeking a Health IT Project/Program Manager to join us in support of our Health IT Business Unit at our office in Fairfax, VA. The Project/Program Manager is responsible for leading a large team providing custom software development lifecycle services following an agile development model in an environment that includes DevOps delivery processes, automated testing, and user centric design for ground-up redesign for initial development and deployment of a web-based system for a Federal Health Customer. The Project/Program Manager (PM) manages and directs a high performing team of 50+ FTEs, comprised of employees and subcontractors. The PM is responsible for customer relationship, resource management, finance management, subcontractor management, delivering on expected profitability and gross margin targets and overall contract execution. The PM is fully accountable for project performance ensuring all contract-required deliverables and services are provided in a quality and timely manner and within budget constraints.

As part of the Health IT Business Unit, the PM is responsible for all project staff and supports and contributes to business unit and corporate-wide business development strategy and goals.

Project/Program Management Duties:
Manage a portfolio of complex initiatives that span one or multiple lines of government business operations.
Ability to manage contract execution and ensure all deliverables are met at highest levels of quality and excellence.
Oversight of custom software engineering following an agile development methodology and a call center accessible to the public.
Serve as the day-to-day contact between SBD project team members and corporate offices
Effective organization skills able to manage a team of 50+ people. This includes defining and revising an organizational structure that fits the uniqueness of the program.
Ability to develop and manage project management plan that covers several areas of project management including risk/issue management, organization structure, and project reporting.
Ability to independently manage project budgets to include baseline, forecast, and actual tracking. This also includes leveraging this information to make and recommend budget-based decisions such as resource leveling and/or management of other direct costs.
Review and approve invoices in a timely manner.
Effective time management.
Perform project management activities to include the following in accordance with the contract or SBD internal processes:
Client management
Executive reporting
Financial management
Project status tracking and reporting
Deliverable tracking
Schedule development and management with an agile development environment
Analysis of project data and reporting
Action item tracking
Risk and Issue Management
Documenting lessons learned and issue resolution.
Develop comprehensive and professional briefings to provide project status and information. Record and distribute meeting minutes/action items when required.
Support meeting coordination and facilitation to include preparing agendas, tracking action items, managing risks and issues, and disseminating project supporting documentation.
Understanding of how to manage and support a diverse group of resources that include full-stack developers, user interface designers, agile coaches, ETL developers, data architects, scrum masters and other resource types required for program delivery.
Ability to manage mixed employee/subcontractor teams.
Timesheet review and approvals.
Development of staff performance goals and performance evaluation duties.
Knowledge and understanding of all pertinent corporate required process and activities.
Knowledge and understanding of agile development principles and practices and their pertinence to the program.
Knowledge and understanding of CMS expedited lifecycle processes and their pertinence to the program.
Participate in establishing practices, templates, policies, tools and partnerships to expand and mature capabilities for the project team and the company.

To be considered for this role, candidates must have:
Active PMP (Project Management Professional) certification is required.
All applicants shall have lived in the United States for at least three (3) out of the last five (5) years.
Must be able to pass a CMS-specific Public Trust background investigation.

Software Development Management:
10+ years of software development experience
5+ years of experience managing projects for the federal government
5+ years of experience managing medium to large software development initiatives and teams, including:
Managing team of 50+ FTEs or larger.
Large, complex custom software development efforts involving parallel development and operations and maintenance efforts.
Large, complex software programs with multi-tier architecture, multiple components and subcomponents, web-based front-ends, and mission-critical service level requirements.
Heterogeneous mix of current technologies, platforms, and databases, including PostgreSQL and Java.
High volume of releases (multiple releases per month).

Project Management:
5+ years managing large, complex projects with budget in excess of $7M/year; approximately 50+ FTEs, and multiple releases within a year.
Ability to delegate and manage multiple concurrent, agile development teams, supported by multiple work streams, and senior leadership staff.
Excellent resource management skills. This includes ability to coach and provide feedback that further encourages resources in an effort for the team to reach its potential.
Strong organizational skills with the ability to lead and motivate others.
Strong knowledge and understanding in agile development practices (such as SAFe). This knowledge includes demonstration of applying agile principles in a client environment where the traditional development model is dominant.
Commitment to excellence and a strong attention to detail.
Strong customer service and listening skills.
Strong written and verbal communication skills including ability to present in front large and/or executive level audience.
Knowledge and understanding of core project risk and issue management principles.
Ability to develop and manage large project master schedule that supports parallel agile development across multiple teams.

Ability to delegate where applicable.

SDLC Methodologies:
Must be an expert in software development methodologies (10+ years experience) including traditional waterfall and agile development.
4+ years experience leveraging Agile lifecycle methodologies.
Proven experience and knowledge of the challenges of custom software development within a federal government agency.

General Management/Communication:

Desired/Preferred (not required) Experience:
Experience managing custom software development projects for CMS.
Knowledge of CMS Expedited Lifecycle (XLC).
Knowledge and understanding of CMS systems, IT environment, policies, and stakeholder community.
If not CMS, experience managing large Healthcare IT contracts.
Prior experience leading a redesign of a large complex system.
Four or more years of professional experience in performing capture activities to include identifying and qualifying leads/opportunities, and leading proposal response activities.
Two or more years of professional experience developing teaming partner relationships and supporting partner negotiations through formal NDAs, Teaming Agreements, and Subcontractor agreements.
CMMI experience preferred.
APMP (Agile Project Management Professional), Scaled Agile Framework (SAFe) certification, or CSM (Certified Scrum Master) Certifications Preferred.
