Description
Hiring range for this position is $49,961.60- $56,934.80. Initial placement for new employees is customarily at entry level through 25% percentile. Pay grade for this position is 20.

Performs complex skilled administrative support and administrative work as Clerk to the Board of County Commissioners. Work is performed under the general supervision of the Chairman of the Board and County Manager. Supervision is exercised over subordinate staff.

Examples of Duties

Essential Functions/Typical Tasks:
Serving as Clerk to the County Board of Commissioners; preparing and maintaining official County records and files; preparing minutes and maintaining minute indexes; assisting the Board and County Manager with special projects.

Provides administrative support to the Board of Commissioners and County Manager.
Compiles agenda and agenda packets for Board meetings; duplicates and disseminates packets as appropriate; indexes minutes.
Serve as corporate secretary to the Board and custodian of the County seal and official minute books; attends all Board meetings; certifies all official documents on behalf of the County.
Serves as custodian of official documents of the County; establishes and maintains files containing correspondence, contracts, resolutions, ordinances, reports, leases and agreements.
Processes approved legal documents, contracts, leases, bond issues, ordinances, proclamations, resolutions, budget amendments, etc.; notifies appropriate parties of Board action.
Composes and types letters, resolutions, proclamations and ordinances from brief instructions.
Takes messages, responds to invitations, schedules appointments, makes reservations and handles conference registration.
Responds to inquiries regarding Board actions and other information concerning County government; researches minute books or files relating to Board action.
Records, composes and types minutes of Board and staff meetings.
Prepares, maintains and records appointments and related information for advisory boards and committees.
Prepares annual departmental budget for Board of Commissioners; processes invoices on weekly basis and monitors departmental budget; requisitions supplies and other equipment as needed.
Posts and distributes special meeting notices and places legal advertisements in local newspapers required for public hearings, change in meeting dates, bond issues and other matters.
Maintains the North Carolina General Statutes in the County Manager's Office.
Administers oaths.
Secures and maintains the records retention and disposition schedule for County offices.
Performs related tasks as required.

Knowledge, Skills and Abilities:
Thorough knowledge of the functions and organization of the County government; thorough knowledge of state and local laws concerning open meetings, public records, and County Board of Commissioners terms, powers, and regulations, etc.; thorough knowledge of the County's code; thorough knowledge of standard office procedures, practices and equipment; through knowledge of Word, Excel, PowerPoint, Publisher, Outlook, iPad, FTR Recording Software, Laserfiche, NovusAgenda and Adobe Professional; ability to research and prepare reports; ability to organize workflow and coordinate activities; ability to express ideas effectively, both orally and in writing; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with other County officials, employees and the general public; ability to attend work regularly.

Possession of or ability to acquire International Institute of Municipal Clerk (IIMC) certification and North Carolina Certified County Clerk certification. Actively commissioned or obtain commission within one year of employment as a North Carolina Notary Public. Possession of an appropriate driver's license valid in the state of North Carolina. Must have ability to work a flexible schedule; some evenings and weekends required.

Minimum Education / Experience requirements

Education and Experience:
Requires graduation from an appropriately accredited college or university with an associate's degree in secretarial science or related field and extensive experience in government at a responsible level. An equivalent combination of education and experience may be considered

Physical Requirements:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, reaching, standing, walking, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Special Requirements:
Possession of or ability to acquire International Institute of Municipal Clerk (IIMC) certification and North Carolina Certified County Clerk certification.
