These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – Bargaining Unit 1, 3, 4 & 5.
NUMBER OF VACANT POSITION(S): Two (2)
Manages one or more airport environmental compliance programs for the CDA, including air quality, water quality, land and waste, storage tanks, and industrial hygiene.
Prepares environmental permit applications for CDA development projects and operations, and reviews environmental permit applications by airport tenants, contractors, and operators.
Coordinates technical issues with regulatory staff working for federal, state, and local government agencies (e.g., USEPA, IEPA, and the Chicago Department of Public Health).
Conducts inspections of airport operations, airport tenant leaseholds, and airport contractor project sites to determine compliance with environmental regulations, permits, and plans. Prepares narrative reports to document inspecting findings and recommends actions to correct deficiencies and violations.
Reviews data from equipment, field monitoring, and laboratory analyses for completeness and accuracy, and recommends action to correct any deficiencies.
Prepares and maintains technical records required by environmental regulations, permits, and plans.
Conducts reviews of airport development project contract specifications and drawings to ensure compliance with environmental protection laws and airport sustainability practices.
Determines the applicability of proposed environmental regulations and their potential impacts to airport development and operations.
Demonstrates contract management authority by reviewing and approving contract project scopes, project budgets, and project invoices. Interprets contract provisions to ensure contractor compliance.
Other duties as assigned.

Days Off: Saturday and Sunday
Hours: 8:00 A.M. - 4:00 P.M.
(May be required to work on an emergency basis)
THIS POSITION IS IN THE CAREER SERVICE
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in Environmental Engineering or a directly related field, plus three years of work experience in environmental engineering, or an equivalent combination of education, training and experience provided that the minimum degree requirement is met

SELECTION REQUIREMENTS: This position requires applicants to complete a writing assessment and an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
Preference will be given to candidates possessing the following:
Previous experience in a position involving complex compliance and regulations for the City, State and Federal government.
Previous experience working with Environmental companies.
Proficiency in MS Word, MS Excel, and software programs.
VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. Eligible candidates must have at least six months of active duty documented. In order to receive the veterans preference, candidates need to indicate whether or not they are a veteran by answering “yes” or “no” to the question on the online application that asks, “Are you currently serving on active duty for at least six months in the Armed Forces of the United States OR have you served in the Armed Forces of the United States on active duty for at least six months and received an honorable or general discharge?” In addition, you must attach documentation to verify your military service. For active military personnel, you must attach a letter from your Commanding Officer on official stationary verifying your active duty, length of service, and character of service in the Armed Forces of the United States AND a copy of your military ID to your online application. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.
Evaluation: Your initial evaluation will be based on information provided on the application form and documents submitted with the application. Applications must be submitted by the individual applicant. No second party applicants will be accepted.
Residency Requirement: All employees of the City of Chicago must be actual residents of the city as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
