This position is responsible for the day-to-day operations of Washington's Lottery in accordance with the provision of Title 67.70 RCW State Lottery and with WACs adopted by the Lottery Commission. Represents the agency with authority to speak and act for the Director. Assumes duties of the Director in absence of the Director per delegation of authority. This position plays a crucial role in providing guidance and management in order for the agency to carry out its mission to offer games of chance to generate revenue for the benefit of Washington citizens.

Your primary focus will be:
Provides executive level leadership, supervision, and management in accomplishing the mission of the agency.
Leads and supports an inclusive environment that promotes safety, collaboration, flexibility and fairness so that all employees can participate and contribute to their full potential.
Serves as a member of the agency's management team.
Develops and executes strategic planning and leads the biennial strategic planning process.
Provides leadership in budget development and business planning.
Ensures the effective application of the agency's resources in a manner that achieves efficiency of operations and maximizes the quality of customer service to the citizens of Washington.
Manages the Gaming Vendor contract. This is a mission critical contract for the agency that includes authorizing enhancements to the vendor system, assessing liquidated damages, and working with the vendor to resolve issues as they arise at any time, day or night.
Recommends modifications in statute and Commission rules and regulations to resolve undesirable conditions in connection with the administration or operation of the Lottery. Issues rules and regulations governing Lottery activities upon approval of Director and/or Lottery Commission.
Represents the Lottery and builds & maintains effective stakeholder relationships with legislative work groups; government agencies; tribes; boards, commissions, and associations; and citizen groups.
A college degree in business or public administration or equivalent, and at least 10 years of professional work experience in public policy settings is desired. Experience in implementing state or federal level public policy, as well as high level sales and marketing experience will be advantageous.

Executive-level administrative experience in managing a diverse, multifunctional organization with direct financial accountability
Foster an organizational culture driven by teamwork, results, innovation, and high ethical standards to achieve agency goals. Champion the collective vision and direction throughout the organization
Ability to plan, organize, evaluate and interpret information and execute strategic direction
Experience with the legislative process
Strong interpersonal and communication skills, both written and oral. Is able to clearly communicate strategy and direction to diverse audiences
Ability to work cooperatively with retail associations, marketing agencies, vendors, and private contractors
Ability to work in a fast paced environment with multiple competing priorities. Applies critical thinking and judgment in decision-making. Successfully analyzes operations, envisions, promotes and implements change
A working knowledge of public administration, program management, program development/planning, budget and human resource management practices and principles
Experience working with labor organizations
