Organization Summary

Established in June 2013 following the occurrence of Hurricane Irene, Tropical Storm Lee, and Superstorm Sandy, the Governor’s Office of Storm Recovery (GOSR) centralizes in recovery and rebuilding efforts in impacted areas of New York State. GOSR aims to address communities’ most urgent needs, while encouraging the identification of innovative and enduring solutions to strengthen the State’s infrastructure and critical systems. Operating under the umbrella of New York Rising, GOSR utilizes approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas—Housing Recovery, Small Business, Community Reconstruction and Infrastructure.

Job Summary:

The Managing Director, Legal Operations directly reports to the Acting General Counsel and Chief External Affairs Officer and provides support to the executive management team on legal operational matters. The Managing Director, Legal Operations directs all operational activities of the Legal department including, but not limited to contract administration, project delivery, repayments, legal resource planning, tracking, reporting, metrics, and staffing.

Responsibilities will include but are not limited to:

  • Assist Acting General Counsel with strategic planning and coordinate special projects and initiatives as needed.
  • Perform high level analytic and administrative work conducting procedural and operational studies and analyses.
  • Develop metrics to evaluate effectiveness of programs under purview; track and report on performance.
  • Ensure teams under purview are implementing appropriate tools and methods to maximize productivity.
  • Develop and track project timelines, milestones and deliverables.
  • Direct and refine contract administration policies and procedures, ensure current policies are followed and current templates utilized.
  • Direct and refine all tracking, reporting, and metrics of the legal repayment program.
  • Manage administration of legal contracts, ensuring compliance with contract provisions, facilitating regular reporting to GOSR, and promptly resolving issues affecting GOSR staff.
  • Streamline legal processes related to staffing including employee relations, performance management, and PTO and telecommuting requests.
  • Oversee contract administration, project delivery, and repayment staff and ensure tracking, reporting, and metrics met.
  • Perform other duties as may be assigned by the Acting General Counsel.


  • Bachelor’s Degree required; Law degree preferred
  • Minimum 2 years of experience in a similar role
  • Proven experience developing and operationalizing strategies
  • Strong leadership, integrity and trust
  • Excellent communication, organizational and interpersonal skills
  • Multidisciplinary project skills, with excellent command of MS Office
  • Demonstrated ability to work flexibly and collaboratively with internal and external partners
  • Demonstrated passion for GOSR’s mission and commitment to working collaboratively at all levels
