Full Job Description
Responsible for the completion of all payroll related data and transactions including the preparation and maintenance of all payroll records, benefits programs information etc.
Process all payroll actions (including time and attendance) on HR/CMS including but not limited to properly calculating, adjusting and/or adding collective bargaining increases into payroll and current and future payroll projections, worker’s compensation payroll adjustments, exceptions, leave accruals, overtime pay, shift differential, stand-by pay etc.
Maintain attendance and payroll records and performs the posting of attendance to employee payroll records.
Complete verification of employment request forms from financial institutions or appropriate agencies.
Produce and reconcile various payroll summary and discrepancy reports.
Assist employees or makes appropriate referrals regarding payroll questions such as insurance, retirement, leave etc.
Conduct joint Orientation meetings for new employees with the HR Coordinator. Meetings include the explanation and completion of required paperwork; detailed review of benefits including but not limited to health insurance, employee handbook and the current collective bargaining agreement.
Respond to employee inquiries regarding salary, benefits, etc.
Develop, revises and distributes reports from data in HR/CMS, Luminist, Information Warehouse, leave balance reports, vacation and sick leave usage reports.
Attend training at Comptrollers in Boston.
Knowledge of Union Contract.
Training at Lottery regional offices when necessary.
Perform monthly reconciliation of actual payroll expenditures. Perform budget projections for payroll as required.
Coordinate and assist in the development of HR/Payroll projects. (i.e. Annual GIC Open Enrollment, Deferred Compensation meetings, Retirement informational seminars)
Responsible for maintaining/monitoring the Deferred Compensation Program.
Represent the MSLC by attending meetings and presentations such as GIC Commission’s open enrollment meeting, Comptroller’s Payroll User Group meeting, HR/CMS meetings and participates in related training and information meetings.
Perform related duties as required.
Bachelor’s Degree and or equivalent experience in a related field.
Knowledge of computerized payroll systems including experience in data entry and familiarity with accounting and/or payroll related software.
Competence with Microsoft Access, Excel and Word software programs
Ability to perform data input with accuracy and reasonable speed
Ability to maintain payroll, attendance and other financial records
Ability to understand and follow complex oral and written instructions.
Ability to work independently and meet critical deadlines
Ability to establish and maintain harmonious working relationships
Ability to conduct payroll analysis and develop FY payroll projections
Ability to interpret compensation plans in collective bargaining agreements
