Under general direction of the Deputy Director of the Office of Equal Opportunity Monitoring & Compliance, in accordance with the Federal nondiscrimination requirements under 29 CFR Part 38 - Implementation of Non-Discrimination Policies and Procedures for the Workforce Innovation & Opportunity Act (WIOA) organizes, plans, controls, evaluates and executes the operation of the Illinois Equal Opportunity (EO ) and American with Disabilities act (ADA) Compliance Program for assigned WIOA workNet Centers statewide. Conducts on-site visits, including interviews, to local WIOA workNet Centers and performs reviews for EO and ADA compliance.

Plans, controls, evaluates and executes a system for assigned WIOA workNet Centers for evaluation of the effectiveness of DCEO's efforts to comply with the Federal non-discrimination requirements under 29 CFR Part 38 - Implementation of Non- Discrimination Policies and Procedures for WIOA. Develops a monitoring instrument and process for EO and ADA compliance to ensure compliance with nondiscrimination and equal opportunity provisions; provides recommendations for corrective remedial action where noncompliance is found; provides guidance and technical assistance to WIOA sub-grantees and Illinois workNetCenters in regards to EO and ADA compliance.

Conducts on-site visits to Illinois workNet Centers: reviews and monitors for EO and ADA compliance. Performs interviews, reviews records, makes observations, assesses service components and gathers information. Compiles and writes reports; reports noncompliance to Illinois workNet Centers and provides recommendations and information for compliance and problem resolution. Travels in performance of duty.

Monitors and evaluates information by reviewing statistical information and discrepancies for standard deviations in EO/ADA compliance; reports any deviations to the U.S. Civil Right Center and provides rational explanations on statistics.

Serves as a liaison for WIOA to the federal government including the U. S. DOL and Civil Rights Center; travels to and attends WIOA meetings and conferences with state and federal officials as the state EO/ADA Compliance Officer. Participates in training to maintain competency in EO/ADA policies and procedures.

Minimum Requirements: Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business or public administration; requires two years of responsible administrative experience in a public or business organization.

Specialized Skills:
Of the two years of experience, requires experience administering an Equal Opportunity program and the American with Disabilities Act.

Requires a valid driver's license to meet travel requirements to conduct field visits.

Work Hours & Location/Agency Contact: 8:30AM - 5:00PM Monday – Friday, Days off: Saturday/Sunday
