PenFed is hiring a Vice President, Capital Markets at our headquarters in McLean, Virginia. The primary purpose of this job is to utilize in-depth knowledge of the capital markets to provide pricing discipline and strategic guidance on PenFed’s loan portfolio for continued profitable growth. This position will require an expert level of data/statistical analytical skills to provide data-rich insights, and the ability to develop new management reports in various presentation styles that communicate key data/messages from topline to detailed levels to facilitate pricing decisions.

Direct the pricing of PenFed’s loan and deposit products through analysis of risk-adjusted contribution margin in conjunction with the Balance Sheet management group and the product business units.
Prepare and present analyses and recommendations to Executive team and Board level committees.
Provide analyses to the regulators, external vendors and/or rating agencies.
One of the primary contributors to the monthly ALCO meetings by presenting analyses on capital markets activities.
Ensure appropriate coverage and quality of market pricing data in PenFed’s pricing and analytical tool/software for benchmarking with PenFed’s asset classes.
Act as the data manager in Treasury to support implementation of Funds Transfer Pricing.
Identifies investment/portfolio management strategies based on research of economic forecasts, interest rate trends, spreads movement and market performance of various security types to achieve Liquidity and Asset-Liability Management objectives.
Build strategic relationships with key contributing brokers/dealers, and liaise with dealer trading desks to obtain the most up-to-date and accurate pricing/yield of asset-backed securities.
Prepare executive level reports that provide comprehensive market overview of securities pricing with breakdown by risk premiums (credit, liquidity/term, interest rate/prepayment, etc.) by asset classes.
Recommend/evaluate pricing and margins of third-party loan sales/purchase deals based on capital market benchmarks and the unique characteristics of asset classes in terms of funding requirement, credit risk, interest rate risk exposure, operational/servicing arrangement and other contractual obligations/ limitations, etc.
Review agreements of third-party deals and seek inputs from relevant functions within PenFed to ensure the negotiated terms are properly reflected.
Generate other research and analytical reports as assigned; assemble spreadsheets; and develop charts and graphs to illustrate technical trends and points.

Education and Experience
Equivalent combination of education and experience is considered.
Bachelor’s Degree in accounting, economics, finance, statistics or related field required.
Master’s Degree in accounting, economics, finance, statistics or MBA required.
Minimum of fifteen (15) years’ experience in Finance, Treasury, Corporate Planning and Strategies, and/or Business Planning and Analysis required.
Minimum of five (5) years in a Director role required.
This position will supervise employees.
Licenses and Certifications
Chartered Financial Analyst (CFA) preferred.
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
