Job Summary: We are seeking a dedicated PTNS Coordinator to join our team in supporting the monitoring and management of U.S. fisheries. The selected candidate will work closely with various stakeholders, including NOAA staff, vessel owners/operators, and observer service providers, to ensure effective use and maintenance of the Pre-Trip Notification System (PTNS). This position requires a dynamic individual capable of handling multiple tasks, including database management, training, outreach, and data analysis.
Key Responsibilities:
- Provide support for phone and email trip notifications, entering trips as needed.
- Respond to inquiries from industry, providers, and internal teams professionally and efficiently.
- Assist with routine database maintenance and PTNS-related tasks.
- Train providers, industry, and representatives on PTNS protocols and functions.
- Support PTNS and Electronic Monitoring (EM) outreach efforts.
- Query PTNS, and other commercial fishing databases as needed.
- Edit NEFOP observer and ASM data, ensuring familiarity with observed fisheries protocols.
- Maintain and update PTNS documentation, instructional materials, and troubleshooting guides.
- Monitor PTNS website performance and vessel coverage metrics.
- Ensure vessels' compliance with PTNS and assist with related data summaries.
- Analyze and edit EM data as required.
- Review and edit raw data logs for accuracy, resolving data inconsistencies.
- Attend PDT meetings to stay informed on regulatory changes.
- Be available for periodic overtime and weekend assignments.
- Perform on-call after-hours work as needed.
- Travel domestically as required for regional outreach events.
Qualifications:
- Minimum of one (1) year of relevant experience.
- Strong leadership, organization, and decision-making skills.
- Proficiency in Oracle database systems (11g and 12c).
- Ability to manage multiple projects and deadlines with flexibility.
- Experience working in a team environment to define and refine user requirements.
- Familiarity with IT systems and project management tools (e.g., Agile, JIRA).
- Experience in fisheries management and monitoring.
- Proficiency in statistical programming languages (e.g., R).
- Experience in program planning, performance metrics development, and resource management.
- Strong verbal and written communication skills.
- Conflict resolution skills.
- Proficiency in MS Office software.
Work will be hybrid schedule based East Falmouth, MA with some U.S./domestic travel as required.
