Job Description: Full-time program manager for a contract of 20 FTEs providing budget planning and execution support to the NRO. Position is located full-time within the customer office and reports directly to the Budget Director and Deputy Director as well as the COTR. Customer-focused duties include ensuring all customer requirements are being met at the highest possible standards and within all necessary suspenses, managing and reporting to the COTR on all costs and issues related to execution of the contract support; proactively communicating the status of all staffing and other issues that may actively be impacting program performance. Corporate program manager duties include managing and communicating with all contract staff; communicating with and responding to corporate vice president regarding program status and any related issues; coordinating and communicating with corporate budget, contract, and sub-contract leads to appropriately manage all aspects of multiple subcontractors; coordinating and communicating with subcontractor business leads with regards to all related program management issues including staffing, training, etc; participating in quarterly corporate program reviews and other inquiries as necessary; oversee total resource management for the contract including budget allocations, invoice approvals, etc; ensure accuracy and timeliness of all contract CDRLs and other tasking as required.
Responsible for managing all contractor staff in meeting customer budget program requirements and timetables in support of all required tasks and duties
Establish, maintain, and implement processes and procedures for customer budget program management and financial requirements to meet mission requirements
Act as the single focal point to ensure customer budget program requirements are met and that all staff meet mission requirements and objectives
Act as a gatekeeper to ensure timely delivery of products as required and delivered products are presented accurately and professionally (e.g., quality, format, structure, content, etc.) for senior level reviews
Collaborate with customer budget office leadership to understand ongoing, routine, and new tasks and provide proactive, pre-emptive, and innovative approaches and recommendations to meet mission requirements and objectives
Perform all necessary corporate program management duties associated with the management of a 20 FTE contract with multiple subcontractors
Clearance to be able to remain on the program: TS/SCI with Polygraph
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.
Program management experience
Experience with and understanding of DoD PPBE processes and/or federal government budget and finance
Experience with budget and financial systems and tools
Critical thinking and ability to work well with a wide variety of customers
Highly effective time management and communication skills
