This position provides financial analyst and contract support to the Missile Defense Agency (MDA) Modeling and Simulation (M&S) Production Directorate (MDA/ESP). Primary duties include the following. Develop and maintain financial data files, tools and reports for program execution reviews, requirements tracking, cost estimating, earned value management, and budget management. Interpret and analyze financial data, to include earned value, and provide estimates, forecasts, risks and recommendations. Participate in the development and maintenance of detailed FYDP spend plans and tracking of current year obligations, cash release, accruals, and expenditures. Coordinate with technical experts to develop formal and informal, often quick turn, cost estimates and work validation of estimates with MDA Cost Estimators. Prepare documentation necessary to transmit funding to both internal to MDA and external customers and/or performers. Interact with internal and external stakeholders, customers, teammates, and performers. Assist in daily contract oversight activities and drafting of requests for proposal. Assist Government personnel in contractor proposal reviews. Analyze and recommend business case solutions and improvements for near-term and long-term planning initiatives. Perform research and analysis on a wide range of strategic initiatives. Identify process improvements and workforce efficiencies to improve the program's effectiveness and cost savings. Develop innovative methods and tools that support the aforementioned tasks.

Understands and applies the provisions and terms and conditions of contracts, Government regulation requirements, and ensuring compliance with company policies and procedures.

Reviews materials and/or subcontract/purchase order costs to determine if costs are allowable, allocable, and reasonable pursuant to contract terms, applicable Government regulations, and company policies and procedures.

Reviews and verifies employees' base direct labor rates to PRISM in accordance with applicable Government regulations, company policies and procedures, and terms of Employment Agreements to determine the accuracy, allowable, allocable, and reasonableness of costs.

Reviews and verifies employees' classification, location and uplifted rates to determine if labor costs are allowable, allocable, and reasonable in accordance with applicable Government regulations and terms of Employment Agreements.

Verifies accurate application of DCAA approved overhead rates (negotiated/agreed-upon/forward pricing) to prime costs pursuant to applicable Government regulations, contract terms, and company policy.

Reviews Other Direct Costs (ODC) to determine allowable, allocable, and reasonableness of costs per applicable Government regulations, contract terms, and company policy.

Reasonably ensures the overall accuracy and completeness of interim billings to be submitted to client for reimbursement.

Prepares reports/recommendations for appropriate company authorities.

Performs on-site incurred cost examination of subcontractor-claimed cost when necessary.

Communicates, interfaces, and coordinates with Finance personnel, Project Managers, Accounts Payable personnel, Accounts Receivable personnel, Contracts personnel, DCAA auditors, Human Resources, Management, and other professional staff in a professional and cooperative manner.

Collects and analyzes data, relates data to established guides, and evaluates the significance of the collected data.

Presents conclusions and makes recommendations by analyzing facts and conditions, and makes recommendations for corrections or improvements.

Applies guideline material by interpreting regulations (e.g., CAS, FAR) and technical material, and translates the guidance into specific actions.

Presents technical information in written form.

Explains decisions, procedures, and requirements in such a way as to gain a favorable response.

Performs other responsibilities associated with this position as may be appropriate.

Required Skills:
Self-Starter requiring little direction and guidance, who is willing to offer candid feedback and recommendations
Effective written communication skills to draft templates, memorandums, request for proposals, executive summaries, trip/meeting reports, and other written documentation
Experience working with a mix of engineering, business financial management, and contracting communities to develop sound engineering, business and contracting solutions
Demonstrated ability to coordinate with technical, financial, contracting and industry teams to understand key processes and deliverables
Strong experience with MS Office suite, particularly MS Excel, MS Project, and PowerPoint
Experience developing and manipulating relational data tables and Pivot tables
Demonstrated business acumen and ability to balance technical and business requirements in the preparation of budgets, contacts, and cost estimates
Understanding of EVMS analysis and experience with interpreting/analyzing IPMR, CFSR, and other contract financial deliverables and documents
Experience with Integrated Baseline Reviews and Program Management Reviews.

Desired Skills:

  • Knowledge of the BMDS
  • Experience in Acquisition Planning and Management
  • Bachelor's degree in Program, Project or Business Management, Engineering, or a Scientific area; at least 3 semester hours of Calculus is a bonus
  • DAU Level II certification or equivalent in Program Management, Business Financial Management, and/or Engineering
  • Willingness to travel
