POSITION TITLE: Licensing Manager
POSITION REPORTS TO: Chief Gaming Regulator
LOCATION: Seminole Nation Gaming Agency
POSITION PURPOSE: Must have knowledge in conducting and reviewing background investigations of applicants and maintain files of the vendors, principals, technicians and /or representatives applying to be licensed to perform work within or conduct business with a gaming facility, are in compliance with the SNGA Tribal Gaming Ordinance, SNGA Tribal-State Gaming Compact and National Indian Gaming Commission (NIGC). Must have knowledge of conducting thorough background investigations and licensing on all gaming related employees and maintains employee files/database consisting of five (5) year history on residential and employment in compliance with the SNGA Gaming Ordinance, SNGA Tribal-State Compact and National Indian Gaming Commission (NIGC). Manages two Licensing Clerk employees; time sheets, scheduled days off, evaluations, disciplinary actions, and weekly reports. Conducts monthly reports for the Chief Gaming Regulator and SNGA Commissioners. Generates a projected licensing budget for each upcoming fiscal year.
QUALIFICATIONS: Associates degree or higher preferred plus three years’ experience in conducting background investigations or any equivalent combination of education and experience. Excellent interpersonal, oral and written communication skills. Conceptual understanding of the following: National Indian Gaming Commission (NIGC), Minimum Internal Control Standard (MICS), Tribal Internal Control Standards (TICS), Oklahoma’s Tribal-State Compact and Tribal Gaming Ordinance. Must be able to obtain and maintain a gaming license with NIGC which entails a full background check. Must have a valid Oklahoma Driver’s License and be insurable.
INDIAN PREFERENCE: Qualified Indian applicants will receive preference over non-Indian applicants. Priority in selection will be given to Indian candidates who present proof of eligibility for Indian preference. Verification in the form of a Certificate of Degree of Indian Blood (CDIB) or tribal enrollment card must be provided with the application.
