The Strategic Integration Department (N924) within MITRE’s Intelligence Center seeks a Financial and Budget Analyst for its counterterrorism work program. The Strategic Integration Department manages, guides, and directs technical and domain-specific work focused on enhancing the nation’s counterterrorism efforts at the strategic level and providing enterprise-wide solutions to counterterrorism challenges. The work requires operating at the senior-levels of government, including routine coordination and collaboration with the National Security Council Staff and Agencies and Departments with counterterrorism equities. Our efforts directly support strategy development, policymaking, and military operations, and require a comprehensive understanding of the Intelligence Community, its partners, and stakeholders operating in the counterterrorism space.
Job Description:
The Financial and Budget Analyst provides recommendations to government officials, including the National Security Council Staff, on the Counterterrorism (CT) resource allocation by the Departments and Agencies to support strategic plans for combating terrorism. The position involves analyzing and assessing government budget exhibits and financial data, leveraging existing IT systems to collect, monitor and analyze current budget allocations, providing clear, concise, and unbiased recommendations in support of inter-agency deliberations, and improving the ability to track and assess government CT mission performance.
Responsibilities Include:

Perform financial analysis on large data sets across many departments and agencies to identify anomalies and fiscal changes or trends

Summarize financial data for national level decision-makers
-
Think creatively on how fiscal and programmatic data can be presented to simplify large budgets across several departments and agencies

Create Finance Annexes for the National Counterterrorism Budget (NCB) Reports that identify resource gaps and shortfalls with respect to CT mission requirements

Provide analysis and Financial Annexes for the National Strategy for Counterterrorism Strategic Assessments
-
Provide input and recommendations on CT budget investments to assist in meeting critical shortfalls in resources
-
Provide budget scenarios to respond to budget reductions or investment decisions to include gap-closures for budgetary needs

Prepare ad hoc analysis on short notice in response to inquiries

Develop concepts and policies that improve the quality and standardization of data collected to fulfill future financial requests

Perform policy analysis to identify opportunities or risk from a budgetary perspective and develop mitigation options
Basic Qualifications:
-
Active Top Secret/SCI Clearance with current polygraph

Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience

This position has an on-site requirement of 5 days a week.
Preferred Qualifications:
- Bachelor's Degree in Finance, Data Science, Applied Mathematics/Statistics, or related field

Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP)

2+ years of experience with government budget systems and processes

Proficiency in excel and Tableau
