GENERAL DESCRIPTION:
The WYDOT IT Department is looking for a candidate to develop applications that ensure WYDOT provides a safe, high-quality, and efficient transportation system utilizing highly technical software development tools, database management systems, open-source languages, and development standards for timely delivery and cost-efficiency based on customer specifications and expectations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Use low-code oracle APEX web environment with supporting Oracle database backend. Technology and tools used include HTML 5, CSS3, JavaScript, Oracle APEX, Oracle SQL, Oracle PL/SQL, Access, Crystal Reports and other modern languages.

Perform software development activities, such as requirements gathering, design, development, documentation, unit testing, system testing, implementation, maintenance, support, and enhancements of client/server and web applications to handle specific jobs, using workflow charts and diagrams, and applying knowledge of computer capabilities, subject matter, and symbolic logic.

Analyze and develop program specifications to meet user needs.

Prepare, manage, and direct detailed workflow charts and diagrams that describe input, output, and logical operation, and convert them into a series of instructions coded in a computer language.

Design and develop database models
-
Resolve complex programming problems and determine appropriate solutions.

Conduct trial runs and unit tests of programs and software applications to identify and correct errors by making appropriate changes and rechecking the program to ensure that the desired results are produced and will meet the stakeholder's needs.

Perform or direct revision, repair, or expansion of existing programs to increase operating efficiency or adapt to new requirements.

Act as a data SME for WYDOT datasets.

Work with the assigned lead developer/supervisor concerning all aspects of assigned projects.

Bridge the communication between programs, vendors, and systems across WYDOT.

Assist development team efforts on requirements gathering and communicating with stakeholders.

Help to manage the WYDOT Reporting Tool for the department
PREFERENCES:
Preference will be given to individuals who have a prior background in Oracle development technologies using PL/SQL and Oracle APEX.
KNOWLEDGE:
-
Knowledge of the principles behind specialized technical disciplines and significant experience developing large and complex business applications such as programming, computer hardware and software, mathematics, and their applications.

Knowledge of information systems and integration fundamentals; knowledge of project management and methodologies.

Complex problem-solving and reasoning using technology in the development of solutions.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II

Temporary employees accepting a full-time permanent position.

Current employees accepting a promotional opportunity - recruitment must have been opened to the public.

One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.

Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

Employees would only be eligible for one (1) hiring bonus in a 12-month period.
-
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
