IndraSoft is seeking a highly skilled IDIQ BD Manager to lead the management and business development of several Government Wide Acquisition Contracts (GWAC) and Agency specific Multiple Award Contracts (MACs), including Encore 3, ITES 3S, and 8aStars. The IDIQ BD Manager is responsible for coordinating management of the IDIQ, including but not limited to helping task order managers with existing task orders (TO’s), quality and cost control reporting, customer satisfaction and relationship management, business relationships with teaming partners and industry stakeholders, executive program reviews, and TO capture and proposal response support. The PM also coordinates with Business Development Leads and corporate support (Contracts, HR, Finance, Legal, and the Proposal Team) for support on both existing TOs as well as new TO opportunities. Successful applicant will have the ability to create and execute strategies that lead to new business.

Qualifications Required:
At least 5 years of experience associated with the US Government (USG), and/or Department of Defense (DOD) with at least 3 years experience in Business Development, Program Management/Administration, or Capture Management.
Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals
Past experience with GSA GWACs, IDIQs and Schedules and working relationships with the GSA, Encore, ITES and/or government agencies is desirable.
The successful candidate must have the ability work within high performance teams in a matrix management environment.
Must have excellent communication skills and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies.
Past experience that demonstrates the ability to contribute to fast-paced business leadership teams is a plus.
This position is located in Reston, VA.
Must have ability to attend customer and/or industry meetings that are outside of the metro line within the DC metro area.

Qualifications Desired:
BS with10+ years of experience in business development, capture and operations.
Project Management Professional (“PMP”) Certification

Essential Functions and Responsibilities:
The IDIQ Program Manager has responsibility for master contract deliverables and compliances, and ensures that all required reporting information is accurate, complete and submitted in accordance with the contracts.
The individual will perform administrative duties related to the contract vehicle and the task orders awarded under the master contract as required.
Tracking IDIQ and TO level cost, schedule and performance
Ensure all IDIQ requirements are met including staffing and services, cost control, timeliness and business relations
Instill process discipline and a culture of accountability focused on customer satisfaction and product quality.
Maintain timely communication and customer satisfaction for all task order responsibilities, including monthly status reports and ensure such deliverables are submitted in a timely fashion and of high quality/accuracy
Coordinate program activities with Government representatives, conduct research for special projects and/or draft responses to Government inquiries, and present briefings to management officials.
Review invoices for compliance and accuracy
Anticipates and resolves challenges and problems
Advise senior management in setting the strategic direction to ensure maximum benefit of IDIQ
He/she attends all program reviews and meetings required by the master contract and actively participates in Shared Interest Groups and industry associations.
The Program Manager has responsibility for the internal distribution of task order RFIs and RFPs and for educating potential government customers on the features and benefits of the contract vehicles.
The successful candidate will collaborate with IndraSoft lines of business to facilitate contract utilization and will provide support from the initial identification and capture of opportunities.
The ability to identify and articulate the contract vehicle features and the requirements and for a compliant and winning submission is necessary.
The Program Manager develops and maintains highly effective relationships with the government contract management offices and represents the company as primary point-of-contact for the assigned contract vehicles.

Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Travel will be required. Employee must occasionally lift and/or move up to 25 pounds.
