Major Position Responsibilities
Prepares pricing estimates and creates complex program baselines and program analysis for the business unit, financial and accounting analysis including the review, analysis,
interpretation and/or evaluation of budgets, cost, pricing, etc., by performing the following…
Oversees the day-to-day operations of assigned employees.
Leads the creation and maintenance of complex proposal cost estimates and the development of pricing data to support the revenue recognition processes interfacing with top management, responding to their requests for financial data and to resolve reporting concerns
Resolves most financial analysis issues, concerns and special projects for program cost elements.
Lead in reporting and control of Bid & Proposal activity.
Conducts special studies to analyze complex financial actions, material and/or labor analysis, forecasts and estimates for proposal efforts and prepares recommendations for policy, procedure, control, or action.
Prepares final cost estimating, pricing data, sales, cost of sales and cash flow information and reports for domestic and international proposals.
Creates periodic EAC using Job Cost and ETC system information.
Prepares special reports and financial studies for management and alerts them to significant variances for comparison to plans of prior highly-complex estimates.
Leads in cost, schedule, contract performance, variance and sales, cost of sales, and cash flows and prepares reports as required.
Prepares highly-complex interpretation of financial policies, governmental legislation, accounting theory or customer financial regulations.
Analyzes financial information to determine present and future financial performance and analyzes variances for comparison to plans and prior estimates.
Leads the review of complex financial data received from managers for inclusion in indirect and forward pricing rate package submissions to the government.
Evaluates complex profit plans, operating records, and financial statements.
Interprets and applies corporate financial policies, government legislation, and accounting practice.
Establishes databases of pertinent information for use in analyzing future plans and forecasts.
Makes recommendations to management regarding cost-saving or profit-generating and profitability improvement strategies
Coordinates with all levels of management to gather, analyze, summarize, and prepare recommendations regarding financial plans, acquisition activity, new business planning, future requirement trends, government requirements, and operating forecasts.
Researches and prepares economic reports on subjects such as rate of return, depreciation, working capital requirements, investment opportunities, investment performance, and impact of governmental requirements.
Assists organization's Senior Finance Manager in the development of the budget, planning, and other corporate financial requirements.
Maintains documented records supporting financial forecasts used in the rate and budget area.
Ensures compliance with internal procedures and DAR/FAR government regulations.
Basic Qualifications
Budget management/analysis, including a working knowledge of Cost Accounting Standards, Federal Acquisition Regulations, Generally Accepted Accounting Principles and Estimates At Complete
Organized, highly-motivated individual with a strong attention to detail
MS Office with advanced Excel skills
ERP/MRP working knowledge (Maxcim/Other)

Education: Bachelor's degree (BA/BS) in Finance, Accounting, Business, or Economics from a four-year college or university

Experience: At least four years of relevant accounting/cost estimating or program finance work experience
