ManTech is seeking a seasoned Program Management professional with significant experience in Portfolio Management, as well as pipeline/forecasts and P&L management to join our team in the Reston, VA area in the role Service Delivery Manager (SDM). The SDM will provide unparalleled support to multiple federal agencies through the Continuous Diagnostics & Mitigation (CDM) Program. The CDM Program is a high-profile, high-visibility, cybersecurity modernization and risk management program where you can contribute innovative solutions and consult with many different federal agencies to enhance their Information Assurance (IA) programs and continuous monitoring capabilities. The ideal candidate will have quantifiable success in building and leading high-performance teams of Project Managers (PM), extensive experience in Request for Service (RFS) Project Management and Customer Engagement/Client Relationship Management.

The SDM performs a critical role in understanding DHS strategic and programmatic needs, proposing effective solutions, and consistently providing high level client relationship management. S/he will primarily lead the organization’s efforts to deliver service excellently and to ensure that the customer needs are met seamlessly through focused attention on customer satisfaction measurements, strict adherence to standards and regular client interaction. A secondary, but equally important SDM function, is to provide management and guidance to the PM team to ensure effective project planning and execution to integrate technology solutions into federal agency environments. The SDM will also be responsible for providing thought leadership for our clients while providing Program/Project oversight for solution deployment engagements. S/he will interface regularly with Project Control, Agency Advocacy Managers, Service Assurance and PMO entities, as well as our Design, Transition and Operations teams to assist in resolving issues, improving processes, and increasing productivity. Additionally, the SDM will be responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading or assisting with proposals. Projects managed are typically of moderate technical complexity.

Responsibilities:
Lead Project Managers to assess client business and technical objectives, determine deliverables, evaluate risk and execute effectively.
Implement process and methodology for delivering all Request for Services (RFS)/Rough Order of Magnitude (ROM) to the Government in a timely manner. This will include oversight of the development of long- and short-range plans for capability development and schedules.
Direct Request for Services (RFS) activities and the staff responsible for delivery to ensure cost, scope and schedule are on track and managed accordingly
Manage rapid integration of new projects into the program portfolio.
Ensure ManTech and DEFEND E policies and procedures are consistently applied via audits and other inspection mechanisms.
Identify required training needs/opportunities and provide coaching and mentoring to further develop the Project Management staff.
Provide reporting and feedback to senior management as required.
Monitor and manage the Project Management staff utilization.
Ensure consistency in the delivery of project management services across staff.
Ensure DEFEND E processes and procedures are implemented and adhered to by the Project Management staff.
Lead development and delivery of RFS proposals and/or Rough Orders Magnitude (ROMs) for initiatives as required.
Provide clear guidance in issue resolution and service improvement activities in faltering/failing projects.
Develop and implement strategic plans for operational activity and managing operational plans.
Cultivate strong, strategic partnerships/relationships with key stakeholders and decision makers to through continuous engagement, responsiveness and innovative issue resolution.
Develop and communicate customer-focused Continual Service Improvement (CSI) targets
Work closely with Service Assurance to ensure Continual Service Improvement (CSI) targets are being met.

Job Requirements:
A Bachelor's degree in technical discipline or equivalent project management experience.
Minimum of 15 years of management experience with DHS, FBI, and DoD clients.
Experience collaborating with Agencies to mature operational processes, reduce redundancies, and develop innovative solutions.
Strong interpersonal skills with demonstrable success in the areas of strategic Customer Engagement/Client Relationship
Strong project financial and business acumen.
Experience understanding organizational needs, proposing solutions, and managing project execution efforts designed to deliver overall program benefits for Government Agencies.
Significant experience in ensuring customer satisfaction, problem resolution, and risk management on several medium to large projects.
Deep understanding of industry best practices specifically related to Program Management, ITIL Foundations, System Development Lifecycle Management, using Agile or Waterfall Methodologies.
Strong strategic planning and analytical acumen with a bias for action and innovation.
Experience balancing the demands of multiple clients simultaneously and ability to manage multiple tasks and projects in a fast-moving environment.
Candidates must have excellent oral and written communication skills to include presentations/briefings at the senior management and executive level
Able to effectively work in matrix environment mentoring a team of professionals responsible for engineering, operation, maintenance of IT applications and tools.
Able to build and maintain direct and effective relationships across ManTech's project teams supporting the program and agencies' POCs.
Extensive experience with resource management and related strategies.
Must have the ability to obtain an EOD Public Trust, and/or other Government clearances.
Must be a US citizen.
Active PMP certification required.
