The Maryland Department of Transportation State Highway Administration (MDOT SHA) Office of Environmental Design (Baltimore City) is recruiting for a Contract Administrator (Administrative Officer III) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Environmental Design (Baltimore City).

Nature of Work: The main purpose of this position is to function as a Contract Administrator for the Procurement and Contract Support Team within the Office of Environmental Design's (OED) Program Support Division (PSD). This position will assist in all general procurement for OED. This position functions as a Contract Administrator for all OED PSD Architectural & Engineering (A/E) consultant contracts and provides procurement and financial oversight to OED agreements and small procurement contracts. The Contract Administrator will assist OED contract managers and ensure that all elements of OED consultant contracts remain within the established budget, adhere to contract terms and conditions, achieve MBE goals, and follow statutes in COMAR. The Contract Administrator is also responsible for reviewing and processing invoices, creating and maintaining databases and other tracking mechanisms, and coordinating and communicating daily with SHA task managers, consultant firms and vendors.

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in administrative or professional work.

Selective Qualifications: One and half (1 ½) years of experience in contract administration, to include expenditure tracking, invoice processing, and task management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability.

Notes:
1. Additional experience as defined above may be substituted for the required education on a year-for-year basis.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
