DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston’s Solid Waste Management Department provides solid waste services to the citizens of Houston through the collection, disposal, and recycling of discarded material in a manner that is safe, efficient, environmentally sound and cost-effective. The Recycling Division of Solid Waste Management Department is responsible for identifying ways to divert resources from the landfill, managing the operations of the thirteen drop-off facilities, securing funding to expand recycling programs, and providing recycling education to residents of Houston. To assist with these responsibilities, the Recycling Division is looking for an enthusiastic and well-qualified individual to fill an Administrative Specialist role.
Candidates for this position should have a high degree of initiative, excellent communication and writing skill, exceptional attention to detail, well-developed critical thinking skills, and proven analytical abilities. They should be creative problem solvers who are highly organized, interested in recycling and able to deliver accurate results in a dynamic environment.
Track participation and volumes of materials for recycling programs and collection events..
Compile the data entry, creation and analysis of periodic program reports.
Schedule and coordinate BOPA (Batter, Motor Oil, Latex Paint and Antifreeze) and other collection events in all Council Districts.
Manage the calendar for the division and handle telephone and email communication activities.
Monitor compliance with safety training for he Household Hazardous Waste Collection program.
Prepare and edit power point presentations.
File and maintain physical and electronic record folders.
Track, compile and submit for review grant reports and draft applications..
receive contracts, agreements and other legal documents and facilitate required signatures.
Facilitate communications regarding contractor compliance with recycling contractors.
Respond to written and telephone inquiries, requests and complaints from the general public.
Interpret and implement basic rules. regulations, policies and procedures in day-to-day department operations..
Represents department in designated conferences and public events.
Participate in special projects as assigned

There are no major sources of discomfort, i.e.essentially normal office environment with acceptable lighting, temperature and air conditions.
Requires a Bachelor's degree in Business Administration, Liberal Arts, or a related field.
Three (3) year of administrative experience is required. Professional administrative experience may be substituted for the above education requirement on a year-for-year basis.
Have experience working in the recycling industry and/or environmental programs an/or environmental sustainability programs..
Posses knowledge of the recycling industry, trends in recycling and recycling program best practices.
Learn quickly to gain a comprehensive knowledge of recycling programs and department operations..
Successfully manage multiple tasks and priorities with competing deadlines and adapt to frequently changing productions requirements and schedules.
Understand database management methods, report development and the use of data visualization tools such as MS Excel.
Perform at an advanced level in Microsoft Word, Excel, PowerPoint, Adobe Pro, MS Access or other database programs/software, SharePoint and information/document management systems.
Individuals that are bilingual.
