Mission Statement
The NRO is the U.S. Government agency in charge of designing, building, launching and maintaining America's intelligence satellites. The NRO provides reconnaissance information to the Intelligence Community and the DoD warfighters. For more information see: http://www.nro.gov

Responsibilities
As a INVESTIGATOR (COUNTERINTELLIGENCE) you will be responsible for the following duties:

Performs a full range of investigative actions, policy development, and/or analytical functions, which may result in organizational decisions involving civil actions of personnel supporting the NRO recommending administrative or policy changes.
Supports the NRO Counterintelligence (CU) staff responsible for multidisciplinary CI support to the NRO.
Manages the implementation of a broad array of counterintelligence (CI) projects and services to thwart clandestine activities by foreign intelligence entities to target critical technologies, acquisitions, operations, and processes within the assigned region of responsibility.
Integrates local and regional CI requirements for NRO and industrial locations with program manager, local program security manager, and the HQ CID.
Provides CI oversight to a variety of government and contractor personnel to implement national and regionally tailored program methodologies and goals.
Collects specific CI information utilized in area multi-disciplinary site threat assessments, which provide support to antiterrorism/force protection (AT/FP) efforts and incorporates into research, development and acquisition (RDA) plans for critical assets, technologies, facilities, and programs.
Represents the HQ CID at regional interagency for CI working groups addressing a broad array of CI issues.
Coordinates complex CI concerns, to include supply chain risk management (SCRM), cyber treats, criminal violations such as espionage, terrorism, insider threat, and compromise of classified material with HQ CID and appropriate investigative or law enforcement agencies.
Performs investigative and interviewing duties; independently plans, organizes, and conducts extremely difficult complex inquiries of alleged suspected foreign intelligence or terrorist activity, sabotages, or violations of U.S. laws, and/or as related to potential foreign intelligence and/or terrorist activities directed against organizational resources, and matters of the highest national priority.
Represents the Counterespionage Branch Chief at field and regional sites and liaises with senior officials for the IC, law enforcement communities, and government and contractor security officers.
Develops, prepares, and reviews regional CI policy plans, procedures, and directives.
Travel Required
Occasional travel - May be required to travel by military or commercial aircraft to perform temporary duty.

This position has a Basic Requirement for the Investigator (Counterintelligence): Required to be a Graduate of the Federal Law Enforcement Training Center (FLETC), the FBI National Academy at Quantico or equivalent

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
1. Applies federal laws, Intelligence Community (IC) guidance, and DoD regulations and procedures to Counterintelligence (CI) collections, investigations, interviewing techniques and operations.
2. Utilizes Counterintelligence to evaluate adversary (i.e., foreign intelligence entities, NGOs, insider threat, and terrorist/HVE) methods of operation, targeting activities, and intent.
3. Knowledge of the IC, CI organizations, Federal, State and Local law enforcement elements to include their authorities, roles, responsibilities, jurisdictions, functions, and relationships
4. Manages CI services to support research, development, and acquisition (e.g. SCRM, CFIUS, financial management functions, acquisition lifecycle, and contracting functions), for the protection of critical infrastructure and the associated critical national assets.
5. Analyzed cyber threats and vulnerabilities, utilizing the applicable laws, regulations, policies and ethics as related to cybersecurity, privacy, and impacts.
