Executive Director of Legislative Affairs
The Executive Director of Legislative Affairs leads Wayne RESA’s efforts to advocate for its constituent schools, students and itself, with state and federal policy makers and interested community/business groups. The Executive Director will also conduct education research when needed, and utilize this and other research to inform education policy. The Executive Director will help local education leaders (administrators and board members) and other affiliated groups and individuals understand the legislative process and current legislative issues and initiatives. The Executive Director serves as a member of the management team in the overall leadership of Wayne RESA.
DUTIES & RESPONSIBILITIES:
The Executive Director will:
- Serve as liaison between Wayne County Legislators, both state and federal, and RESA administrative staff.
- Serve as an advocate for public education and Wayne County schools.
- Support the development and implementation of strategic and/or operational plans, which support the achievement of the legislative agenda of Wayne County School Districts including participating in the crafting of legislation and policy.
- Monitor, analyze and produce written reports on education and education related legislation, Policy, Rules and Appropriations at the State and Federal level.
- Actively facilitate and/or participate in, and appropriately communicate information with and between internal and external groups and individuals.
- Develop, design and conduct professional learning activities for local school districts and community agencies regarding legislative proposals.
- Maintain and apply up-to-date knowledge of current theory, research, methodology and legislation in appropriate fields of assignment including legislation, and lobbying.
- Partner with appropriate internal departments in local school districts and Wayne RESA departments on government, legislative and legal related issues.
- Serve as a communication link between state education leaders and Wayne County public school leaders.
- Attend all statewide and local legislative committee meetings (i.e. SML/MASA/MAISA, etc.).
- Report legislative activities and gather input for legislative direction at monthly meetings including but not limited to: RESA Board of Education, WCSSA, WCSBO, WCASB and HR Directors.
- Participate in Tri-County Alliance meetings.
- Assist and advise WC Superintendents on current legislation.
- Provide an orientation in the legislative process to new school administrators and board members.
- Coordinate legislative meetings for WC Superintendents and legislators.
- Develop objectives for Legislative Affairs, which support the organization’s mission and goals. Promote and support organizational culture by reinforcing Board of Education goals, policies and procedures and the organization’s vision, mission and continuous improvement plan.
- Support recruitment activities and take action to increase the diversity of staff.
- Participate, in organizational management, planning and oversight.
- Maintain official records and documentation.
- Determine priorities, establish and monitor goals.
- Develop and support cross-organizational projects and collaborative work teams.
- Develop, recommend, interpret and implement WRESA policies, practices and positions.
- Provide leadership to local, state and national committees, associations and organizations.
- Perform other duties as assigned.
- Bachelor’s degree in Political Science, Education or related field. Master’s degree preferred.
- Seven (7) or more years’ experience in public policy, education administration, legislative affairs or other related field.
- Demonstrated understanding of the Michigan Legislative Process.
- Demonstrated understanding of the Federal Legislative Process.
- Experience in crafting legislation.
- Demonstrated understanding of School finance in Michigan.
- Demonstrated ability to build and maintain collaborative and productive professional relationships.
- Demonstrated communication skills including public speaking and the ability to convey complicated ideas to diverse audiences.
- Demonstrated problem solving and team building skills.
- Demonstrated ability to manage multiple projects and assignments.
- Demonstrated ability to work effectively with diverse populations.
- Demonstrated skill in consultation, problem solving and teamwork.
- Demonstrated listening, verbal, and written communication skills.
