Work closely with the Director of Program Design to contribute to the organization’s efforts in developing a Monitoring, Evaluation, and Learning (“MEL”) strategy; promoting a MEL culture within the organization, strengthening monitoring systems, and help drive knowledge management and organizational learning. Specifically, the MEL Specialist will collaborate with Support Center staff and field staff in the design and implementation of ME plans; develop resources and provide technical guidance and training on methodologies and data collection tools; and advance knowledge management efforts across the organization

Contribute to the development of annual monitoring, evaluation and learning objectives that can be translated into action plans.
Support the development and implementation of BCFS organization wide planning and monitoring frameworks.
Advise on and support project evaluations formulated within a framework that demonstrates evidence based best practice while identifying outcomes and impact.
Work across BCFS, design a roll out program of Monitoring, Evaluation and Learning guidelines and practices.
Work with Director of Program Design in increasing the quality and reliability of BCFS outputs to include target setting and establishing Key Performance Indicators (KPI’s) for all programs.
Promote a learning culture within BCFS that is inclusive, creative, and forward thinking.
Take initiative in management meetings, actively participate in all organizational processes, and contribute to long term strategic planning.
Provide support to all Buckner divisions with reports needed to fulfill their functions successfully.
Develop and implement strategy in conjunction with the National and International Operations staff to oversee, maintain and manage program data, including lives impacted (LI) and other statistical reporting; conduct trainings and coordinate support for operations staff as needed.
Work with the Manager for BCFS Operational Systems to implement business intelligence systems to gather forecasted and actual program data for operations; provide trainings and coordinate support for operations staff as needed.
Facilitate collaboration with the Director of Program Design and operations staff to define specific and measurable outcomes for each program/Collaborate and integrate outcome measurement into the reporting process.
Using project management methodologies, integrate data and information from corporate strategic projects and/or programs and evaluate how higher-level objectives are being fulfilled according to the respective scope. Consult on, support and require compliance, or take control and directly manage projects as assigned.
Identify and manage project dependencies and critical path. Plan, schedule and track project timelines, milestones and deliverables using appropriate tools. Define project success criteria and disseminate them to involved parties throughout project life cycle.
Collaborate with operations staff to develop and implement framework for knowledge management, including policies, procedures, tools and training. Ensure that information systems design meets knowledge management needs.
Serve as knowledge manager for BCFS for projections and program data reporting for all BCFS operations. Responsible for knowledge management, training, networks and quality initiatives for non-U.S. based operations.
Consolidate monthly program data for international operations; compile quarterly data as needed and provide updates on key initiatives for operations meetings and ELT scorecard.
Provide support to the Government Relations office in Washington DC as needed to secure funding and support the efforts of Buckner.
Support the federal grant writing process in collaboration with BCFS operations, Program Design and Support, Government Relations staff/contractor and the Development department of Buckner Foundation.
Work in conjunction with Director of Program Design, Program Development and Support department and Buckner Foundation. Support the Foundation in its data gathering and coordinating of stewardship reporting for donors, and grant management that support BCFS Operations.
Lead program evaluation for BCFS Operations including operational reviews; implement process improvements and provide support to operations staff as needed.
Manage tasks and projects assigned by the Director of Program Design, Vice President of Program Development and Support and other senior managers as directed; independently research, analyze data and produce reports as required.
Develop and deliver progress reports, proposals, requirements documentation, and presentations. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion. Communicate with project stakeholders on an ongoing basis. Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Direct project team members and contractors and influence them to take positive action and accountability for their assigned work. Build, develop, and grow any business relationships vital to the success of the project.
Advise senior management of risks and opportunities for new programs and assist in identifying improvement options for current programs.
Develop emerging leadership through professional growth and development.
Responsible for supporting and representing Buckner at special events, activities and other assigned functions. Liaison to community; speak in public on behalf of Buckner.
Travel both domestically and internationally as needed.
Perform general office tasks as required. Accurately prepare and proofread letters, memos, spreadsheets and other correspondence daily; answer phones, take messages and respond to voicemail and email messages timely. Review and accurately process mail and other correspondence daily. Produce monthly reports.
Maintain compliance with all Buckner policies, procedures and requirements. Maintain compliance with all state and federal laws and regulatory requirements.
Work successfully as part of a team and responsible for developing then maintaining strong working relationships with co-workers.
Attend and participate in staff meetings and training as required. Facilitate meetings and trainings as required.

POSITION EXPERIENCE AND ABILITIES:

Requires in-depth understanding of business principles related to management, strategy, and performance. Functional expertise and a proven track record for providing program management and/or business strategy preferred. Bachelor’s Degree in a related field of study required. Master’s Degree in Business Administration preferred. Minimum of 3 years prior related business experience required. Prior related working experience in an international ministry preferred.
Proficient ability to speak, read and write English required. Ability to speak, read, and write Spanish preferred.
Requires proficient understanding of process design and procedures development and continuous improvement. Requires proficient ability to define problems, collect data, establish facts, and draw conclusions dealing with abstract variables.
Proven track record of simultaneously and effectively managing multiple complex projects. Requires proficient understanding of project management, process design and procedures development and continuous improvement. Certification in project management preferred.
