Enterprise Accounting Division

Under general supervision, performs professional accounting work of the most complex nature, typically requiring the application of advanced accounting knowledge, and/or functions as a working supervisor over a small accounting staff while maintaining own accounts, and performs related duties as required
Performs and supervises the work of professional accountants engaged in the management of financial accounts
Prepares various schedules and analysis of data related to capital assets, depreciation, and related expense disbursements
Monitors, tracks and records grant revenue receipts, prepares analysis of data related to grants, verifies the breakdown of reimbursements, and determines if construction in process or fixed assets
Processes and reviews invoice payments and purchase orders for various Chicago Department of Aviation approved trustee disbursements for capital assets (e.g., refunds and payment voids, accounts payables issues, status of purchase orders and payment vouchers)
Implements cash deposits and reimbursement of accounts for grants and other reimbursements as directed by Chicago Department of Aviation
Prepares reports (e.g., program and operating budgets with tiered funding structures, financial statements, balance sheets, financial reports) of a complex nature and reviews those prepared by subordinates
Prepares required journal entries for year-end accruals and adjustments for fixed assets, asset disposals, prepaid expenses, reimbursements to Corporate fund and recognition of revenues from Corporate fund
Analyzes journal entries for assigned accounts and those managed by subordinates
Conducts audits of financial documents (e.g., internal accounting records performed by private audit firms) and reviews those conducted by subordinates to ensure entries are accurate, appropriately allocated to accounts, and complies with contract and funding guidelines, and documents errors and reconciles accounts, as required
Monitors the balances of assigned accounts and those of subordinates and adjusts spending levels and fund re-allocations to ensure the availability of funds to cover expenditures
Coordinates the analyses of historical records and anticipated economic trends and forecasts future expenses and revenues
Coordinates the compilation of complex financial schedules and reports
Interprets general accounting principles and financial procedures to management
Trains staff on accounting procedures
Functions as a liaison on accounting-related issues to the Office of Budget and Management, City Comptroller's Office, and Chicago Department of Aviation and external auditors
Serves as the accounting unit representative for internal and external meetings
Assists in designing and implementing computerized accounting systems / upgrades and internal controls
Utilizes Oracle based Accounting Systems and various related modules and sub-ledger reporting systems;
Utilizes Microsoft applications, specifically Excel and Microsoft Word and various analytical software
Leads projects and develops strategies to create efficient work processes and trains staff on process improvement changes

THIS POSITION IS IN THE CAREER SERVICE
Graduation from an accredited college or university with a Bachelor’s degree in Accounting or a directly related field with 15 credit hours in Accounting, plus three years of professional accounting experience; or an equivalent combination of education, training, and experience, provided the minimum degree requirement is met
Disclaimer - "Accredited" means any nationally or regionally accredited college, university, or law school where the applicant is enrolled in or has completed an Associates, Bachelors, Masters, or Juris Doctorate degree program.
Preference will be given to candidates possessing the following:
Previous experience (at least three years) with Generally Accepted Accounting Principles and Governmental Accounting Standards
Previous experience leading or managing a team
Previous experience leading or managing a project
Previous experience in fixed assets
Proficiency using Microsoft Word
Proficiency using Microsoft Excel
NOTE: You must provide your college or university transcripts with 15 semester hours of accounting courses at the time of interview.
