NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Property Valuation and Mapping Division (PVM) is responsible for valuing more than one million properties in the City of New York (?City?) which forms the basis of the City's property tax revenues. Property taxes constitute the single largest source of the City's revenues. The Executive Office of the Assistant Commissioner in PVM is responsible for overseeing that valuations are performed in a fair and equitable manner as part of the City's real property tax system. The Property Modeling & Research Unit is seeking a dynamic, experienced leader to serve as the Senior Director of the Property Modeling and Research Group. The unit provides modeling and data analytic expertise for the mass valuation of New York City's one million tax parcels. The selected candidate must have demonstrated leadership and technical expertise through evidence of research publications, research positions, or as the lead of a research or technical unit with significant supervisory oversight; must have demonstrated strong analytical skills and significant leadership positions; able to show creativity in the construction of analytical and predictive models for the valuation of real property; be innovate and lead in the development of alternative valuation methods, operationalize changes, and direct program governance and quality control of output, manage a team of analysts who utilize data from multiple sources and are versed in statistical and GIS software; oversee support and liaison needs between reporting units; communicate and present technical results to a lay public, to upper management, and to other government officials and staff members.Reporting to the Assistant Commissioner, under executive direction, with great latitude for the exercise of independent judgment and unreviewed actions, responsibilities include, but are not limited to: ? Supervise staff skilled in statistics, programming, and GIS in model development, implementation and documentation. ? Use SAS, ArcGIS or similar statistical and geographic information system (GIS) software to manipulate data, construct models and perform analysis.? Conduct extensive research of the literature on real estate models and ensure proper modeling techniques are used.? Prepare management reports defining and evaluating model performance and solutions.? Present to a lay audience the methods used to mass appraise property values.? Implement strict quality control procedures and evaluate possible scenarios leveraging computational and statistical techniques to guide policy.? Work with technical and business leadership to solve or direct technical and business decisions.? Develop goals, mentor a team of GIS analysts/modelers, identify and assign areas of responsibility, coordinate workload and supervise preparation of reports.? Implement special projects and initiatives as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or 2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial experience.
? Minimum of 7 years of experience as a technical lead with significant supervisory duties, or a position in a research institution or university.? PhD or Masters in economics, city planning, finance, geography/GIS, data science or other relevant degree.? Demonstrated experience in applying econometric or statistical techniques using big data software such as SAS, SPSS, STATA.? Demonstrated experience in applied statistics or areas of econometrics.? Demonstrated experience with GIS, particularly with spatial methods such as kriging, geoweighted regressions, splines.? Demonstrated proficiency using programming languages such as SQL, R and Python. ? Demonstrated interest in research as evidenced by publications and conference presentations.
