Responsibilities
This position is located in the Dallas Field Office, within the Field Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as the Administrative Officer responsible for overall operational support on general administrative and program issues regarding policies, procedures, and requirements governing the office operations. Typical duties include but are not limited to:

Serving as a human capital liaison advising management on complex and sensitive issues including staffing, classifications, awards, and employee relations.
Manage all administrative support functions for office.
Serving as the budget expert, responsible for formulating and presenting the field office budget submissions; analyzing, and making recommendations to the area manager as to budget requested items submitted. Managing the execution of the Field Office budget process and expenditures and preparing justifications. Serving as the Purchase Card approver on behalf of the Program Office.
Directs the travel management within the office.
Using a variety of applicable precedents, agency manuals, directives and research materials in order to perform extensive research, analyses, interpretations, and evaluations to present relevant findings, conclusions and recommendations in a range of areas including finance, human capital, and procurement; providing advice on internal policies and procedures affecting general administrative functions in the areas of human capital, and time and attendance, facilities, management, property management, logistics, safety, and security.
Overseeing subordinate staff within the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration and management information.
The major duties described above reflect the full performance level of this position. Typically, at the lower Pay Bands (G and H), you will perform the same duties, but will receive more guidance and training; and projects or work assignments may be less complex.

Qualifications
To qualify for the SV-G Pay Band (equivalent to the GS-11), you must have one year of specialized experience at the SV-F or GS-5/7/9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

Experience assisting in the preparation of budget/financial reports; AND
Experience applying established human resources policies and directives; AND
Experience preparing or reviewing documentation for procurement activities or purchases; AND
Experience communicating guidance to staff on routine administrative issues.
OR Completion of a Ph.D. or equivalent doctoral degree in a related field to this position.

OR Three full years of progressively higher level graduate education leading to such a degree.

OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education (beyond the second year) and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

Note: Applicants who meet the qualifications listed above based on education or a combination of education and experience MUST provide proof of education such as a list of completed college courses or the date and school of degree including the number of semester or quarter hours or a transcript from an accredited college or university. The information must be provided as an attachment to the application by the closing date of the announcement. If selected, the applicant must supply a transcript or certification of degree.

To qualify for the SV-H Pay Band (equivalent to the GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:

Experience designing and preparing detailed budget/financial reports, interpreting; AND
Experience applying human resources policies and directives, reviewing and approving procurement activities or purchases; AND
Experience assisting in the development and implementation of new administrative policies and procedures.
To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:

Experience evaluating complex administrative issues, program policies, procedures, and operations to assess the appropriate action required; AND
Experience serving as a Human Resources liaison in the areas of staffing, classification, awards and employee relations; AND
Experience preparing or reviewing documentation for procurement activities or purchases; AND
Experience formulating and justifying a program budget; AND
Experience serving as a POC for travel regulations and policies.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
