General Description

Transportation Engineer IV: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

The essential duties for this job include:
Transportation Engineer IV or V:
Chairs or serves as a member of a contract selection team.
Makes presentations and represents TxDOT.
Negotiates fees, explains scope of work and monitors consultant design contracts.
Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.
Represents the Districts or Divisions professional services contracting program in support of internal and external audits.
Analyzes and assist in the resolution of contract problems and disputes.
Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
Advises on routine through complex contract questions in daily support of district, division, and region contract users.
Coordinates and monitors consultant contracts related projects.
May drive to coordinate with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program.
Performs other job responsibilities as assigned.

Education

This job requires the following:
Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:
6 years iengineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent)
Related graduate level education may be substituted for experience on a year per year basis.
No supervisory experience required.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

Must have a valid Drivers License
Licensed Prof Engineer
Safety Impact Certificate
*** Safety Impact certifications are not required at the time of application. As required, the Safety Impact and/or Commercial Driver Certification(s) will be issued by TxDOT at the time of hire.

Other Conditions:
If performing underwater bridge inspections: Must have Open Water Diver certification.
For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
This is a Safety Impact position (either Safety Impact, Commercial Driver and/or Vessel Crew Member) and will be subject to random drug testing.
