Job Focus Areas:
The Education Program Consultant 5-A is located in the Office of Student Opportunities and reports to the Assistant Superintendent. This position has lead responsibility in a portfolio of opportunities to enter high school prepared for success and will have oversight of various programmatic offerings for school systems to keep students in school and on track for graduation, and college or career day. This position will supervise education professionals that will support the priorities and initiatives related to the foundational years of Louisiana's students.
Additional duties and responsibilities include, but are not limited to the following:
Directs the John Hopkins High School Redesign Cohort focusing on schools re-thinking the core components of high school design.
Approves the design and development of innovative tools and programs for Professional School Counselors
Oversight of creation and dissemination of the High School Planning Guide and Individual Graduation Plans
Approves the development, revision, implementation, and evaluation of current and long-range plans, guidelines, and policies for multiple statewide programs related to persistence throughout high school for students in Louisiana.
Evaluates the performance and skills of direct reports as well as providing feedback on projects assigned to direct reports, ensuring program goals are being met
Collaborates with staff to determine benchmarks of performance
Provides recommendations to the Assistant Superintendent on program success and proposed changes to be implemented
Develops new plans based on program evaluation and directs staff to implement plans
Collects and analyzes data related to transitional 9th grade and dropout prevention to determine fidelity of implementation and help draft communications about program status and program performance.
Performs all other duties as directed by the Assistant Superintendent
The preferred candidate should have familiarity with Louisiana's graduation requirements, a vision to help students of all demographics to persist in high school, and innovative ideas to implement key practices to assist school systems with Departmental initiatives. This candidate should be forward thinking, strategic, and possess organization skills allowing the person to adhere to tight, fast-moving deadlines. Past management experience, excellent interpersonal and communication skills are essential.
**Note regarding the advertised pay range: The LDOE has an established special entrance rate (SER) for the Education Program Consultant series that is set above the minimum of the pay level range and is the advertised minimum. The maximum amount listed is the maximum salary a person can make while in this title and not the maximum amount we are allowed to pay a new hire.
One position is available and it may be filled as a new hire, by promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

MINIMUM QUALIFICATIONS:Any of the following will qualify:
1. A master's degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.
2. A master's degree in education plus three years of professional level experience in teaching or education; or in a public or private sector setting.
3. A baccalaureate degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.
A master's degree plus thirty graduate hours will substitute for one year of the required experience.
An Educational Specialist Degree will substitute for one year of the required experience.
A Ph.D. will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of the required experience.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
Function of Work:
To supervise an organizational section responsible for statewide educational programs.
Level of Work:
Administrative direction from a division director.
Direct line over subordinate professional-level education staff.
Location of Work:
Predominantly located at the Department of Education.
Differs from the Education Program Consultant 4 by the presence of supervisory responsibility and responsibility for managing statewide educational programs.
Differs from the Educational Program Consultant 5-B the absence of serving as the deputy to a cabinet level unclassified executive, or serving in an administrative role in a program directly administered by the superintendent's office or the deputy superintendent's office characterized by high-level programmatic impact.
Examples of Work
Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies.
Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.
Recruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnel.
Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.
Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues.
Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems.
Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.
Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.
Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as interoffice matters.
Coordinates state and federal educational program activities of several units within and outside the division on a project basis.
Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities.
Directs the administration or implementation of major elements of the state's reform model, including areas such as curriculum, assessment, or accountability components.
Coordinates the design, development, and piloting of education reform programs and research projects.
