Description of Work
This position provides office administration for Rail Operations as well as managing the RTD rail system documentation for the Rail Transportation, Commuter Rail, Rail Infrastructure, SCADA Administration and LRV Maintenance divisions.
Duties & Responsibilities
Develops and implements policies, business processes, and procedures for document control and acts as primary document controller. Ensures compliance with organizational policies, relevant legislation, legal guidelines, Federal Transportation
Administration of FTA, FRA, Colorado Public Utilities policies and applicable retention schedules.
Serves as the Rail Operations Oracle Subject Matter Expert (SME) and trains staff to utilize the Oracle system. Participates in implementation of the organization's comprehensive Enterprise Content Management (ECM) system and upgrades by developing business requirements, testing and training.
Performs office administrative tasks such as handling telephone calls, filing, developing presentations, meeting agendas and meeting minutes.
Serves as energy account manager. Monitors, tracks, and audits traction power, signal and communication house energy usage and billing. Forecasts departmental budget needs and reports annually to the U.S. Department of Transportation National Transit Database (NTD).

Bachelor's Degree in Library/Information Science, records management, or similar academic field directly related to the position. Certification in Records Management (CRM), Certified Information Professional (CIP) or Master of Information Technology (MIT) preferred.
A minimum of two years of experience managing/coordinating records management and document controls program within a major transit industry operations environment preferred.
A minimum of five years of progressively responsible office administration experience with top level executive management.
Proficiency in automated electronic document management systems and records management tools, policies and practices, preferably as applied in a transportation or technical environment.
Proficiency in records life cycle processes to include information system design, reports management, correspondence management, records schedules, etc.
Proficiency in budgeting, accounting and procurement procedures.
Ability to communicate effectively orally and in writing, with good customer service skills, and the use of proper spelling, grammar, and punctuation.
Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
Proficient with Microsoft Office Suite and Oracle.
Ability to use sound judgment and maintain confidentiality.
Ability to make effective presentations and conduct training.
