The selectee participates in the Miscellaneous Tariff Bill (MTB) petition process, to provide reports used by Congress to produce omnibus tariff legislation. This position requires a high level of expertise concerning: chemical industries, products, trade restrictions, marketing and distribution channels, global supply chains, competitive conditions, business strategies, sources of domestic and foreign data, superior organization skills, and project management knowledge or experience.
The positions are located in the Office of Operations, Office of Tariff Affairs and Trade Agreements and the Office of Industries, Chemicals and Textiles Division. The ideal candidate is inquisitive and possesses the ability to obtain and analyze a broad range of product-specific trade and industry information from U.S. and foreign firms, trade associations, industry regulators, and other sources and has formal academic training in organic or inorganic chemistry or chemical engineering and may have work experience in the chemical industry (e.g., chemical economics, chemical marketing, or chemical business). The individual will develop and maintain contacts with industry officials and other government agencies, apply this expertise in reports prepared as part of the MTB process, to enable the Commission to advise the President and Congress on omnibus tariff legislation, and provide information and assistance to the public and industry where necessary and appropriate. Typical experience would demonstrate: (1) an ability and desire to conduct extensive primary and secondary research (including data collection) on a wide range of products, industries, markets, and trade issues; (2) skill at resolving trade and industry data issues; (3) has excellent interpersonal skills and is comfortable working in a team environment and communicating with high level industry and government officials; (4) excels in both written and oral communication; (5) possesses a firm grasp of microeconomic, macroeconomic, industrial organization, product classification, international trade and finance concepts; (6) demonstrates practical knowledge of quantitative methods of analysis; (7) has a knowledge of international trade laws; and (8) has proficiency in the use of word processing, spreadsheet, and database applications, especially knowledge of Microsoft Office applications. Familiarity with chemical classification systems, including CAS No., IUPAC and Color index numbers, is a plus but not required. All candidates will receive in-house training on the specific functions we require.

Applicants for the GS11 level must have at least one year of specialized experience equivalent to the GS09 level in the Federal service or obtained in either the private or public sector. Specialized experience would include the following: performing analysis that requires a demonstrated ability to apply knowledge to the collection, interpretation, analysis, and evaluation of trade data as pertaining to the chemical industry.
Possession of a PhD degree, in a related field of study.
Applicants for the GS12 level must have at least one year of specialized experience equivalent to the GS11 level in the Federal service or obtained in either the private or public sector. Specialized experience would include the following: professional experience in international trade as it relates to chemicals, or related sectors, which included substantive analysis which required a thorough understanding of the issued under investigation; planning and execution of sequential work steps; and integration of research and analysis into an assigned study.
Applicants for the GS13 level must have at least one year of specialized experience equivalent to the GS12 level in the Federal service or obtained in either the private or public sector. Specialized experience would include the following: researching and analyzing issues in international trade as they relate to chemicals or the chemical sector; recognizing and evaluating factors in domestic and foreign supply and demand to draw rational inferences based on research findings; applying econometric or other economic modeling techniques to support the technical validity of findings; and knowledge of economic, financial, and technical factors influencing trade policy, merchandise trade flows, and sector competitiveness.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major study - business administration, economics, marketing, business or international law, finance, industrial management, international trade/relations, or other fields directly related to the position. Organic or inorganic chemistry or chemical engineering is preferred.

COMBINING EDUCATION AND EXPERIENCE
To combine your experience and education, you must convert the figures to a percentage and add them together. The combined total percentages of your education and experience must equal at least 100% in order to qualify.

To calculate your percentage of graduate education, divide the number of graduate semester hours you've completed by 18.
