EXECUTIVE DIRECTOR OF BUSINESS SERVICES

1. Wisconsin Department of Public Instruction School Business Manager certification
2. Strong business and academic background.
3. Basic knowledge of school administration and its relationship to instruction, operation, and maintenance of the school district.
4. Initiative, imagination and knowledge in planning and implementing the business affairs in a school district.
REPORTS TO: Superintendent of Schools
SUPERVISES: Controller, Food Service Director, Recreation Director, Director of Buildings
and Grounds and business department support staff.
JOB GOALS: To manage the business and financial affairs of the district, under the
direction of the Superintendent of Schools, in a manner consistent with the objectives and policies of the Board of Education and in accordance with statutes of the State of Wisconsin. To assist the Superintendent of Schools in providing leadership in long-range planning and day-to-day management of the district.
1. Budget Development and Control
Works with superintendent, controller, school administrators, and board of education to develop the school year revenue and expenditure budgets.
Administers a budget development system for the district.
Prepares budget forms and solicits budget material from all budget units.
Develops and presents annual district budget to board of education for input and approval.
2. Finance and Accounting
Manages appropriate board policy and state and federal directives concerning finance and accounting.
Signs required forms, letters, applications and reports as chief financial officer.
Works with controller to establish and maintain an accurate and reliable accounting system in conformity with generally accepted accounting principles.
Serves as a member of board of education Facilities and Finance Committee.
3. Purchasing and Inventory
Interprets board policy and statutes regarding purchasing.
Reviews specifications for bids.
Works with purchasing assistant in recommending specific products, services, methodology, and vendors to the administration and board.
Recommends sale or transfer of surplus materials and equipment.
Advertises for bids in connection with the purchase or sale of goods or properties, and receives and takes charge of such bids until the time of their opening.
4. Buildings and Grounds
Reviews and approves, if appropriate, requests for revisions or remodeling of sites and buildings.
Solicits architectural firms when necessary.
Periodically reviews performance of facilities management contracted service.
Manages the district’s real estate.
Prepares and maintains complete records, evidence of ownership, financial or other legal obligations, contracts, insurance, and agreements affecting school properties and alterations in such properties.
Maintains records of the financial history of all school properties together with appraisal of values.
Coordinates district student transportation in conjunction with private contractor.
Collaborates with superintendent in determining inclement weather school closings.
Assists with the negotiation of contracts with all employee groups.
Develops financial analysis aspects of contract negotiations.
Maintains appropriate payroll records.
Reports the problems, conditions, and needs of the payroll office periodically to the superintendent.
Supervises and evaluates payroll staff.
Assumes administrative responsibility for routine duties of the payroll office.
7. Leadership Roles
Serves in the absence of the superintendent as the chief administrative officer of the district.
Attends board meetings and attends and presides over such other meetings as the superintendent designates.
Acts as hearing officer for food service free and reduced lunch applications.
Acts as deputy clerk to the board of education and performs such duties as directed by the board.
Performs such other duties as directed by the superintendent of schools.
TERMS OF EMPLOYMENT:
Twelve-month contract with four weeks vacation each year.
Annual performance evaluation is conducted by the Superintendent of Schools.

Salary: $111,974.00 to $143,986.00 /year
