NATURE OF WORK

This is advanced technical management and supervisory work in the construction, repair, maintenance and operation of a municipal natural gas distribution utility system.

An employee in this classification is responsible for all field operations; including supervision, planning and coordination of employees engaged in construction, repair and maintenance of the natural gas distribution system. Emphasis of the work is on oversight for construction/installation, repair, preventative maintenance activities, regulatory compliance inspections/activities, supervision of construction crews and service technicians, providing advice and direction to subordinate supervisors, and developing solutions to complex operating problems. Supervision is exercised over a staff of subordinate supervisors, mechanics, repairers and laborers engaged in various phases of the work. Oversees work of vendors and manages contracts, sole source agreements and other agreements with contractors and vendors. General supervision is received from the Assistant Utility Director and Gas Manager who hold the incumbent responsible for efficient and effective supervision of the natural gas distribution system field operations.

Examples of Duties
ILLUSTRATIVE TASKS

Plans, assigns and reviews through the Gas System Supervisor the work of repairers, mechanics, equipment operators and laborers engaged in the repair and maintenance of the natural gas distribution system.
Analyzes regulatory inspection reports and plans of existing gas mains, regulator stations, odorization equipment, cathodic protection systems, service lines, meters, and maintains operational efficiency.
Promulgates and enforces laws, rules, regulations, and policies, and is responsible for carrying out an effective maintenance and repair program.
Researches and develops solutions to improve efficiency and effectiveness of various natural gas distribution operations.
Assists in technical investigation related to the development and preparation of plans and specifications of new construction work in the natural gas system.
Schedules, conducts and participates in management meetings in the absences of the Assistant Utility Director and/or Gas Manager.
Authorizes requisitions for equipment, supplies and materials needed for completion of work projects.
Insures all purchases are in accordance with city policies and procedures and are properly accounted for.
Prepares and monitors division budget expenditures; analyzes relationship between budget and expenditures to assure proper charges are being made to cover expenses.
Insures expenditures are within budgeted funds and in accordance with city policies, procedures and contracts.
Insures vendor compliance with all contract documents and that contracts are managed efficiently, effectively on schedule and within budget.
Performs related work as required and as assigned.
Requirements

EDUCATION

Graduation from an accredited college or university with a Bachelor's degree in civil or mechanical engineering, business administration or a closely related field.

EXPERIENCE AND TRAINING

Five (5) years progressively responsible operational experience working for a natural gas distribution utility.
Three (3) years supervisory experience.
Bachelor's degree may be substituted by seven (7) years of full-time paid experience in a comparable position of responsibility with a natural gas distribution utility.

NECESSARY SPECIAL QUALIFICATIONS
Possession of a valid driver's license with an acceptable driving record. (or ability to obtain within 30 days of hire)

PHYSICAL REQUIREMENTS:
Physical:
Moderate work which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds.

Work Environment:
Work is performed in a standard office environment. Field work is performed as necessary for supervision and oversight of staff and operations. Work hours may vary as operations require and may include evenings, weekends and holidays. Tasks are regularly performed without exposure to adverse environmental conditions. Duties may require visiting multiple locations throughout the service area.

Sensory:
The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the public.

Special Requirements
Must pass pre-employment and random drug testing as required by federal and state regulations.

Thorough knowledge of the regulations, methods, materials and techniques involved in the construction, repair, maintenance and operations of an underground natural gas distribution system.
Thorough knowledge of the properties and uses of various types of pipes and meters.
Considerable knowledge of supervisory principles and practices.
Considerable knowledge of natural gas distribution system operations.
Considerable knowledge of occupational hazards and safety precautions required for pipeline construction and repair projects.
Ability to supervise directly and through subordinate supervisors the work of construction contractor, maintenance crews, and service technicians engaged in pipe system repairs and meter replacements in a manner conducive to full performance and high morale.
Ability to inspect and determine quality of work performed by subordinates.
