Provides guidance, consultation, advice and assistance to management on all aspects of employee relations. This includes, but is not limited to: grievances; disciplinary and adverse actions; and performance-based actions.
Provides situational analysis on the full range of conduct and performance problems, often involving sensitive, complex and/or controversial matters, and advises management to determine appropriate corrective action.
Analyzes grievances, appeals, and complaints to identify systemic problems and recommends solutions. Provides advisory opinions to managers and employees on potential conflicts-of-interest and ethical issues.
Provides authoritative interpretation of laws, regulations, policies and procedures on a variety of issues such as leave administration, hours of duty, training, awards, unemployment compensation, etc.
Provides guidance, consultation, advice and assistance to management on all aspects of labor relations. This includes, but is not limited to: union grievances; ULPs; collective bargaining; and FLRA determinations.
Provides situational analysis involving sensitive, complex and/or controversial labor relations matters to determine appropriate course of action.
Administers the employee appraisal and awards programs to include a comprehensive annual and ongoing evaluation of the program.
Advises managers and supervisors on establishment of critical elements and standards, aligning employee performance plans with organizational goals, and performance requirements.
Trains and advises managers, supervisors, and employees regarding various HR management topics and their role in the HR management program. Prepares background and informational materials for use in such training.
Occasional travel - You may be expected to travel for this position.

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: performing employee relations (ER) and labor relations (LR) work that included researching, analyzing, and applying Federal regulations, Executive Orders, Bureau and Departmental or equivalent regulations, policies and precedents pertaining to conduct, disciplinary and adverse actions, grievances, employee's rights and responsibilities, and collective bargaining unit activities; and assisting in implementing procedures in adherence to various ER and LR policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
