Director of Pricing

The Director of Pricing is an integral part of the proposal process. The Director of Pricing will oversee the Pricing Team and ensure that all cost proposal deliverables are completed on time and to client specifications. S/he participates in cost proposal milestone meetings and reviews of cost proposals to respond to pricing related questions and verify all documents are in order for cost proposal submission. S/he will be responsible for gathering and analyzing costs for developing and revising complex multi-million-dollar proposal budgets in accordance with client requirements, while utilizing advanced spreadsheet techniques. The Director of Pricing will also support the completion of cost proposals for current programs and repricing as needed due to changed requirements, etc.

Principal Duties and Responsibilities:

+ Direct analysis of the solicitation's pricing requirements and evaluation criteria post-RFP, gather intelligence, and develop a competitive pricing analysis culminating in a target rate, win price, or other analysis as appropriate

+ Conduct quality control checks of pricing team inputs for cost proposal

+ Manage Pricing Unit resources to ensure all active proposals and pricing efforts have adequate pricing support

+ Drive the pricing strategy for bid opportunities, conduct Price-to-Win on new business and recompete proposals (using available tools), conduct market research as needed, design pricing policies, prepare pricing responses, and oversee the maintenance of historical pricing data.

+ Coordinate with the proposal team on strategic issues involving cost proposal strategies; ensure that the proposal team is educated on client requirements for the cost proposals

+ Ensure proposals comply with AFSC/Magellan Federal corporate policy for reviews, etc.

+ Document all cost assumptions and certify cost data

+ Draft explanatory budget narrative to accompany budget in cost proposal

+ Lead proposal budget meetings, provide costs based on proposal design, and make recommendations to the technical team to develop a competitive proposal

+ Review/approve work products of pricing analysts

+ Manage assigned subcontractors as a part of the proposal process and perform activities including: providing cost proposal assumptions, negotiating budgets, developing budget templates, reviewing budgets and notes, and ensuring final submissions conform to client requirements

+ Serve as a reviewer for budget modifications and other work products generated by program coordination/management staff

+ Assist with any issues related to costing and business proposal development as assigned

+ Develop and manage AFSC/Magellan standard pricing templates, and liaise with other parts of Magellan Health on initiatives

Minimum Requirements

+ A minimum of 8 years' relevant professional experience, with at least 2 of those years in a management position

+ Experience preparing cost proposals for various Federal Government agencies

+ Strong understanding of various contract types (FFP, FPLOE, CPFF, CPAF, CPIF, T&M, GSA Schedule, BPA and IDIQ schedules)

+ Experience with contract vehicles, including GSA schedules and government-wide acquisition contracts

+ Understanding of Wage Determinations for Service Contract Act (SCA) employees

+ Understanding of the concept of cost vs. price, direct and indirect rate structures, professional compensation structures (salary and fringe), and labor classifications (exempt and non-exempt)

+ Flexibility to assume a workload which frequently necessitates an adjustment of priorities

+ Ability to work and deliver under strict deadlines

+ Advanced knowledge of spreadsheets using MS Excel

+ Strong interpersonal and communication skills (written and verbal) along with organizational skills and the ability to multi-task

+ English language fluency required

This position will report to the Senior Vice President of Strategy and Growth, and will supervise three associates.

Experienced in operating Microsoft office products.

Ability to work at the Headquarters Program level.

Ability to communicate and interact with others, both in person, online and/or by telephone to conduct business.

Working under time pressure.

Working rapidly for long periods to meet deadlines.

Must be able to travel as needed and adhere to AFSC travel policies and procedures.

Physical requirements can typically be characterized as medium work: Lifting/moving items up to 50 pounds.
