Versar, a m$100 privately held government contracting company is looking for a hands on, dynamic FP&A Director based in Springfield, Va, reporting directly to the CFO that can make a difference in providing the senior leadership with information relevant to strategically lead the business.

Responsibilities:
Manages the overall Versar Financial Planning & Analysis (FP&A) and Rates & Budgets function and ensures all financial and operating reports accurately reflect the condition of the business overall and each respective business unit.

Provides business acumen and insight to the Executive Management team as well as to the Operational team through broad financial knowledge of the business, processes and financial systems, collaborating closely with the various SG&A department heads,
Operations, as well as with the BU Controllers as a peer to the overall Finance team.

Provides comprehensive leadership and direction for the Business Unit’s Annual Operating Plan and Strategic Plan.

Manages the business unit's month end close financial reporting deliverables and comprehensive variance analysis of key project drivers to plan, forecast, and prior year as well as trend analysis, including a MD&A to executive management on variance analysis.

Escalates where necessary and promptly any potential company risks/ opportunities to executive management.

This position is also responsible for monthly reporting of the business unit's backlog and census.

Provides value add portfolio analysis and metrics to the Executive Management team.
Provides value add decision support analysis, financial “what if” modeling, and ad hoc financial analysis / reports for senior leadership review as required.

Develops the necessary forecasting/ budgeting tools and processes that best support the Company.

Supports pricing proposals with rate recommendations and packages.

Develops and implements a standard pricing tool system based for all businesses.

Helps to evaluate potential Companywide financial and operational support systems (forecasting/ pricing/ ERP solutions) as well as provides proactive support on implementation of such systems/ tools.

Ensures Costpoint financial statements are produced accurately.

Network with Deltek (superuser) on all aspects of Costpoint accounting system.

Be point of contact and super user of any other finance supporting ERP solution (Pricing Tool/ Budgeting/ Forecasting tool)

Knowledgeable of and interact with the GL team on all aspects of month end/ year end close procedures.

Prepare and perform all aspects of the fiscal year end as well as month end closings and openings (system control).

Supports M&A activities (analytics, due diligence).

Delivers a weekly direct cash flow to Executive management, and continuously maintains and further improves direct cash flow assumptions updated to further improve cash forecast accuracy.

Manages the preparation and review of indirect budgets, monthly indirect trend analysis of functional expense, and indirect rates / wraps by providing consistent and reliable information necessary to control the business unit operations.

Calculation of provisional billing rates based on approved budget.

Re-calculation of rates ad hoc during the year (what-if analysis/ modeling).

Develops overall Company strategy supporting rates for the various Business Units, forward looking and in line with DCAA requirements and CAS standards.

Oversees and reviews annual incurred cost submission (ICS), potentially preparing the ICS as needed.

Develops and submits provisional billing rates and forward pricing rate proposals
Provides guidance to management and internal customers on cost conformance to comply with disclosed practices and cost accounting standards.

Identifies potential noncompliant practices and reports them to management
Ensures Costpoint rate structures are compliant with disclosed practices and CAS regulations.

Restructure rate architectures (pool and base accounts) as needed to meet changing cost accumulation practices.

Ensures mapping of home office, G&A and service center costs to the appropriate cost centers.

Identify/collapse unnecessary pool structures.
Performs all other duties as assigned.
Solid and proven operational Financial Planning & Analysis (FP&A) experience of 8+ years.

Knowledge of Costpoint 7.01

Access Database 2016 knowledgeable

Able to write SQL and Visual Basics driven reports

M&A experience.

Cash flow modeling experience.

Knowledge of managerial accounting/reporting and cost accounting concepts (e.g., fixed and variable costs, cost allocation, contribution margins, etc.).

Knowledge of federal business terminology, practices, and processes.
Ability to test and validate financial models.

Ability to use advanced spreadsheet functions (e.g., financial functions, pivot tables, value lookups, macros, integration with other common software, etc.). Programming skills a plus.

Ability to ensure accounting system is compliant with government requirement (should be familiar with GSA Form 1408).

Knowledge of direct, indirect, allowable, unallowable (exclusion from rates), the allocation of indirect costs.

Knowledgeable regarding federal government contracts types: Fixed Price, Cost Plus, and Indefinite Delivery Indefinite Quantity (IDIQ) (FAR Part 16)

Experience with developing and defending cost basis of estimate.

Exceptional technical, written and oral communication skills and the ability to understand when to escalate and share information to trigger effective cross-departmental buy-in and support.
