The City of Bloomington is seeking an individual to develop, administer, supervise, promote and deliver a variety of quality parks, recreation programs, activities, facilities and special events for youth, families and adults.
EXAMPLES OF DUTIES:
As a member of the Recreation Services Team, develops, implements and evaluates various parks, recreation programs, activities, facilities and special events as assigned by the Assistant Parks and Recreation Manager or Center for the Arts Manager.
Recruits and recommends for hire, trains, and schedules, supervises and evaluates seasonal and part-time staff, volunteers, program contractors and other consultants as needed.
Responsible for operations and use of parks, recreation, arts and athletic facilities as assigned by supervisor and in coordination with the Parks Maintenance and Facility Maintenance Divisions regarding these facilities.
Works with various community groups, schools and outside agencies on cooperative programs and facility use.
Conducts presentations to the City Council, Parks, Arts and Recreation Commission, community organizations, staff, and the general public.
Develops a publicity and information program utilizing a variety of communication methods.
Responds to citizen needs and changing trends regarding program improvements and facilities.
Maintains records and prepares reports as required.
Assists with budget preparation and is responsible for administration of portions of the budget as assigned.
Requisitions supplies, materials and contracted services in compliance with City procedures.
As assigned, performs duties as project manager for park improvement projects.
Performs other duties as assigned to achieve the City's parks and recreation service objectives.
Works with various community groups, schools and outside agencies on cooperative programs and facility use including resident arts organizations, City departments, private organizations and others as assigned.
Develops, implements and evaluates the Center for the Arts facility and related programs and activities including the farmers market and others as assigned as well as overseeing facility usage by resident arts groups, the City and private rentals.
Bachelor's Degree in Recreation, Parks, Leisure Services, Arts Administration (or direct equivalent degree) with a minimum of 1 year programming experience in a recreation or arts setting; or Bachelor's Degree in Education or equivalent degree with a minimum of 2 years programming experience in a recreation setting.
Supervisory experience including recruiting, interviewing and work plan development.
Experience using Microsoft Office software.
Excellent and effective oral and written communication skills.
Experience making public presentations.
Ability to work independently as well as on a team.
Leadership skills and organizational skills.
Ability to prioritize tasks, complete work assignments accurately, on time and within budgetary limits.
Ability to develop and maintain effective working relationships with staff, other City department personnel, volunteer groups, and the general public.
Valid driver's license.
Ability to perform all essential functions of the position.
Master's Degree in Recreation, Parks, Leisure Service or related degree.
Additional years experience in position emphasis.
Work experience in financial planning, budget preparation and controls.
Work experience in public relations and program marketing.
Recreation or art facility management experience.
Experience using recreation management software (Rec Trac or equivalent).
Experience planning and presenting large public events.
Experience managing theater and visual arts activities.

Center for the Arts Emphasis- Direct supervision of 10-20 part-time and volunteer personnel.
2019 Salary Range: $61,235 - $86,995/Annually
Anticipated Hiring Range: $61,235 - $74,115/Annually D.O.Q.
